Nothing in this Code or the ordinance adopting this Code shall affect any ordinance:
(1) 
Dedicating, accepting, naming, establishing, locating, relocating, opening, widening, improving or vacating any street or other public way in the city.
(2) 
Relating to municipal street maintenance agreements with the state.
(3) 
Establishing or prescribing grades for streets in the city.
All such ordinances are hereby recognized as continuing in full force and effect to the same extent as if set out at length in this Code.

It shall be unlawful for any person to build, erect, lay, construct or maintain any pipe or pole line for any purpose within a city street, alley or easement unless such person first obtains a permit from the city to build, erect, lay, construct or maintain such line. Such permits shall be issued by the director of public works and shall be conditioned as he deems necessary to protect the best interest of the inhabitants of the city.
