The board of selectmen shall have the general direction and management of the property and affairs of the town, except as otherwise provided for by the General Laws of the commonwealth or by these bylaws.

All town officers or committees required by law or vote at any town meeting, or requested by the board of selectmen, to submit a written annual report shall prepare for the prior fiscal year and submit to the board of selectmen on or before the first day of October.

The board of selectmen shall cause its annual report together with the reports of all other town officers or boards that are required to make annual reports to be printed and placed in the hands of the town clerk for distribution at least 30 days before the time for the annual meeting. The warrant for the annual town meeting shall be published with the recommendations of the finance committee and placed in the hands of the town clerk for distribution at least 10 days before the annual meeting.

All town officers are required to pay all fees received by them, by virtue of their office, into the town treasury. This bylaw is authorized under the provisions of M.G.L. ch. 40, § 21(13) of the commonwealth of Massachusetts and is intended to include all those fees otherwise to be kept under any section of the General Laws of the commonwealth of Massachusetts.
