Any person who shall connect with or drain, or attempt to connect with or drain, into any common sewer built or owned by the town, without authority therefor having first been obtained from the board of selectmen, shall be punished by a fine not exceeding $20.00 and shall also be liable to pay all such damages as may be caused by such acts to be recovered by the board of selectmen in the name of the town.

Interest on town sewer use fee bills which remain unpaid after their due date shall accrue at the same rate of interest as may be charged on property tax bills under the provisions of M.G.L. ch. 59, § 57. Such bills may also be charged a demand fee to recover any administrative costs associated with issuing an overdue payment notice, such fee to be established by the board of sewer commissioners.
