(a) 
Terms of members; vacancies.
Terms shall be two years in length and until a successor is appointed. The terms of members filling odd-numbered places (i.e. places 1, 3, 5, and 7) shall expire on June 30th of each odd-numbered year and the terms of members filling even-numbered places (i.e. places 2, 4, and 6) shall expire on June 30th of each even-numbered year. Board and commission members may be appointed by the city council to successive terms. Vacancies shall be filled for unexpired terms, but no members shall be appointed for a term with a length in excess of two (2) years. Newly appointed members shall be installed at the first regular board or commission meeting after their appointment.
(b) 
Compensation of members.
The members shall serve without compensation, except for reimbursement of authorized expenses attendant to the performance of their duties.
(c) 
Attendance required; excessive absences.
In order to ensure broad representation and a quorum, all members have a responsibility to attend all regular and special meetings of the board or commission on which they serve. If a member is absent for twenty five percent (25%) of regularly scheduled meetings within a twelve (12) month period, the city secretary shall report the absences (and the reasons for the absences if such has been provided by the absent member) to the city council, so that the city council can consider whether to remove the member and appoint a new member to fill the position for the remainder of the unexpired term.
(d) 
Meetings.
Every board and commission shall meet on-call and at dates and times as set by the city council or city manager. The boards and commissions shall use the same rules of procedure as the used by the city council and keep minutes of its proceedings consistent with the provisions of this code and the requirements of law.
(e) 
Service.
Unless required by state law or another political subdivision, an individual may not simultaneously serve on more than one city council-appointed board, commission or committee.
(f) 
Interview process for city boards, commissions, and committees.
Elected officials, in groups fewer than would constitute a quorum of each of the applicable city boards, commissions, or committees, will interview applicants. The chair of the applicable city board, commission, or committee shall be included. All group interviews will be held on the same day. Each group will submit its recommendation to the city secretary. The applicants receiving the most recommendations will be added to the next city council agenda for city council review and possible appointment. All applicants considered for appointment will be notified via email within two (2) business days following the city council meeting during which any appointments to city boards, commissions, or committees are approved by city council.
