Borough Council may, from time to time, amend, supplement, change, modify or repeal this chapter by proceeding in accordance with the regulations of this article. The Council shall, by resolution adopted at a regular or special meeting, fix the time and place of a public hearing on the proposed amendment and cause public notice thereof to be given as follows:
A.
By publishing a notice thereof once each week for two successive weeks in a newspaper of general circulation in the Borough. The first notice shall not be more than 60 days or less than seven days from the date of the hearing.

The notice shall state the time and place of the hearing, the general nature of the proposed amendment and that full opportunity to be heard will be given to any citizen and all parties in interest attending such hearing.
C.
An attested copy of the proposed ordinance shall be filed in the county law library or other county office designated by the county commissioners, who may impose a fee no greater than that necessary to cover the actual costs of storing said ordinances.
D.
Whenever a proposed amendment affects a particular property, there shall be posted upon said property or premises at such place or places as Borough Council may direct, notice of said proposed amendment.
