Required.

Building permits for facilities both above and below ground shall be obtained at city hall ahead of commencement of construction.

(b)

Fees.

Fees for building permits shall be established by the board of aldermen.

(c)

Penalty.

Any person who shall violate this section shall be deemed guilty of a misdemeanor and, upon conviction thereof, shall be punished by a fine not to exceed the maximum allowable by state statute.
