(a) 
Prohibited.
It shall be unlawful for any person to dump or leave or cause to be dumped or left any trash or other waste material at any location other than at the designated dump areas.
(b) 
Penalty.
Any person violating the provisions of this section shall, upon conviction, be subject to a fine not to exceed the maximum allowable by state statute. Each and every violation of this section shall constitute a separate and distinct offense.

Any person who shall violate any of the provisions of this section shall be deemed guilty of a misdemeanor and, upon conviction, shall be punished by a fine not to exceed the maximum allowable by state statute.
