The Chief of Police (the “Chief”) or his or her designee shall create or utilize a program to manage outside off-duty requests and deployment of police services.
A. 
The Chief or his or her designee shall make rules and regulations for the operation of the program, which shall be provided to all required parties and available by and through the Borough Clerk. The rules and regulations shall include the following but can be expanded by the Chief or his/her designee:
(1) 
Allow the Chief to approve, deny or cancel any request based on the interest of public safety.
(2) 
Consider the effect of allowing off-duty assignments as it pertains to the overall wellness of the officers and the service they provide to the community.
(3) 
Provide for the fair and equitable distribution of available opportunities.
(4) 
Regulate the number of officers needed to provide the services requested.
A. 
Fees for the program set forth in § 107-8 will be as follows:
(1) 
Officer fees – Set by the collective bargaining agreement with PBA Local #328.
(2) 
Vehicle fees – $15 per hour/per vehicle.
(3) 
Administration fees (Borough) – 15% of total billed hours.
(4) 
Program coordinator/administrator fees – 8% of total billed to outside vendor.
(5) 
Cancellation fees – four hours of the "officer hourly fee" per officer.
B. 
All fees shall be paid to the Borough or program coordinator within 30 days of the completion of the requested work.
(1) 
Vendors who are not in good standing with the Borough or program coordinator, as per the State of New Jersey Consolidated Debarment List, must pay fees before the date of work to be completed or may be denied and will not be allowed the ability to hire off-duty officers.
C. 
The Chief of Police or his/her designee can waive any fee, except officer fees, for a nonprofit or other governmental entity at his or her discretion.
