Rules and regulations hereafter adopted by any town board, department, commission or committee shall be submitted to the Selectmen, who shall cause the same to be reviewed by the Town Counsel for consistency with the governing bylaw pursuant to which the rule or regulation was adopted, and who shall thereupon approve them.

Any bylaw of the Town of Northborough or rule or regulation of its boards, commissions and committees, the violation of which is subject to a specific penalty, may, in the discretion of the town official who is the appropriate enforcing person, be enforced by way of the method provided in MGL C. 40, § 21D. "Enforcing person," as used in this chapter, shall mean any police officer of the Town of Northborough with respect to any offense, Building Inspector and his designees, the members of the Conservation Commission and its designees, the Dog Officer and his designees, The Board of Health and its designees and such other officials as the Board of Selectmen may from time to time designate, each with respect to violation of bylaws and rules and regulations within their respective jurisdictions. If more than one official has jurisdiction in a given case, any such official may be an enforcing person with respect thereto. Each day that any violation exists constitutes a separate offense.
At the Annual Town Meeting held on April 28, 1997, the town passed the following bylaw:
"Article 5 voted in the affirmative that the town vote to ratify, confirm and authorize the renumbering of the various Bylaws of the Town from their original numbering to the numbering or codification, arrangement, sequence and captions as set forth in the Code of the Town of Northborough, dated 1997, said codification having been done under direction of the Board of Selectmen, Town Counsel and Town Clerk, and said Code being a compilation of the present Bylaws of the Town and having no substantive changes in the text thereof"
