A.
It is the intent of this Administrative Code to consolidate into an advisory section similar and related functions of municipal government and services which are performed to provide advice and counsel and opinions to the Board of Selectmen and the Administrative Officer for the development of short- and long-range policies and programs of the town.
B.
It is the intent of this Administrative Code that each commission, board, officer or committee in the Administrative Services section be designated as a staff function.
C.
Powers and duties, generally.
(1)
Each commission, board, officer or committee in the Administrative Services section shall work under the general policy direction of the Board of Selectmen and, where applicable, under the general administrative direction of the Administrative Officer.
(2)
The functions of Administrative Services agencies include but are not limited to: submitting policy recommendations to the Board of Selectmen; providing advice and counsel to the Board of Selectmen and the Administrative Officer on matters relating to their jurisdictions; conducting short- and long-range program and financial studies for submittal to the Board of Selectmen and the Administrative Officer.

Each Administrative Services agency shall be responsible to the Board of Selectmen and shall report to that Board from time to time as may be required.
(4)
Each agency shall have all of the powers and duties and obligations that it may have under the Constitution and laws of the commonwealth, the Northborough Home Rule Charter, town bylaws and this Administrative Code.
D.
Qualifications, generally. Members of commissions, boards, officers and committees in the Administrative Services section shall be appointed on the basis of experience or training or education or ability to do the required work without regard to race, religious creed, color, age, sex or national origin.
