A. 
It is the intent of this Administrative Code to consolidate into an advisory section similar and related functions of municipal government and services which are performed to provide advice and counsel and opinions to the Board of Selectmen and the Administrative Officer for the development of short- and long-range policies and programs of the town.
B. 
It is the intent of this Administrative Code that each commission, board, officer or committee in the Administrative Services section be designated as a staff function.
C. 
Powers and duties, generally.
(1) 
Each commission, board, officer or committee in the Administrative Services section shall work under the general policy direction of the Board of Selectmen and, where applicable, under the general administrative direction of the Administrative Officer.
(2) 
The functions of Administrative Services agencies include but are not limited to: submitting policy recommendations to the Board of Selectmen; providing advice and counsel to the Board of Selectmen and the Administrative Officer on matters relating to their jurisdictions; conducting short- and long-range program and financial studies for submittal to the Board of Selectmen and the Administrative Officer.
(3) 
Each Administrative Services agency shall be responsible to the Board of Selectmen and shall report to that Board from time to time as may be required.
(4) 
Each agency shall have all of the powers and duties and obligations that it may have under the Constitution and laws of the commonwealth, the Northborough Home Rule Charter, town bylaws and this Administrative Code.
D. 
Qualifications, generally. Members of commissions, boards, officers and committees in the Administrative Services section shall be appointed on the basis of experience or training or education or ability to do the required work without regard to race, religious creed, color, age, sex or national origin.
There shall be a Board of Trustees of special benevolent funds. The Board of Selectmen shall appoint the members of such Boards.
A. 
Trustees.
(1) 
Composition, mode of appointment, term of office.
(a) 
There shall be a separate Board of Trustees for each of the special benevolent funds listed below:

Gale and Wood Fund, school.
[3] 
Gale and Wood Fund, relief.
[4] 
Harry A Barnes Fund.
[5] 
Philip G. Morrison Fund.
(b) 
The term of office of each member of the separate Boards shall be for three years, such terms so arranged that the term of one member expires each year.
(2) 
Powers and duties. The Boards shall work under the general policy direction of the Board of Selectmen and shall administer the funds according to the provisions of the will or grant under which the funds were established.
B. 
Gassett fund.
(1) 
Composition, mode of appointment, term of office. There shall be a committee of three members, who shall be the Pastor of the First Congregational Unitarian Church, the Chairman of the Board of Selectmen and the Town Clerk, being an ex officio member.
(2) 
Powers and duties. The committee shall work under the specific direction of the wording of the gift granted to the town by Mr. Gassett.
C. 
Other special funds. The Board of Selectmen shall, from time to time, appoint separate Boards of Trustees, subject to the provisions of Subsection A hereof, as may be required to meet the needs occasioned by future grants to the town.

Composition, mode of appointment, term of office. There shall be an Industrial Development Finance Authority composed of five members appointed by the Board of Selectmen. The term of office of each member shall be five years, such terms so arranged that the term of office of one member shall expire each year.
B. 
Powers and duties. The Industrial Development Finance Authority shall work under the general policy direction of the Board of Selectmen and general administrative direction of the Administrative Officer. The Authority shall promote the industrial development of the town and have all the powers and duties and obligations that such authorities may have to issue bonds for industrial development and other matters under the Constitution and laws of the commonwealth, the Town Charter, town bylaws and this Administrative Code.

Composition, mode of appointment, term of office. There shall be a Public Transportation Committee composed of three members appointed by the Board of Selectmen. The term of office of each member shall be for one year.
B. 
Powers and duties. The Public Transportation Committee shall work under the general direction of the Board of Selectmen. The Committee shall research, study and report to the Board of Selectmen on matters having to do with public transportation within the town, including the operation of all modes of public transportation that are intercommunity and involve the town. The Committee shall keep the Board of Selectmen informed and offer advice and counsel on methods and actions that might be taken to improve transportation services for the residents of the town. The Public Transportation Committee shall carry out its duties and powers and obligations in conformity with the Town Charter, town bylaws and this Administrative Code.

Composition, mode of appointment, term of office. There shall be an Industrial Development Commission composed of not less than five nor more than 15 members appointed by the Board of Selectmen. The term of office of each member shall be three years, such terms so arranged that as nearly an equal number of terms as is possible shall expire each year.
B. 
Powers and duties. The Industrial Development Commission shall work under the general policy direction of the Board of Selectmen. The Commission shall promote and develop the industrial resources of the town; shall conduct research into industrial conditions and investigate and assist in the establishment of educational or commercial projects, including projects involving private enterprise for the purpose of expanding or strengthening the local economy; and shall seek to coordinate the activities of unofficial bodies organized for similar purposes. The Commission may advertise, prepare, print and distribute books, maps, charts and pamphlets to further its established purpose. The Commission shall have all the powers and duties and obligations that industrial development commissions may have under the Constitution and laws of the commonwealth, the Town Charter, town bylaws and this Administrative Code.

Composition, mode of appointment, term of office. There shall be a Historical Commission composed of not less than three nor more than seven members appointed by the Board of Selectmen. The term of office of each member shall be for three years, such terms so arranged that as nearly an equal number of terms as is possible shall expire each year.
B. 
Powers and duties. The Historical Commission shall work under the general policy direction of the Board of Selectmen. The Commission shall conduct research into places of historic value and shall seek to coordinate the activities of unofficial bodies organized for similar purposes. The Commission may acquire, by gift, purchase of otherwise, artifacts, books, paintings and other materials of historic interest or value and shall provide a proper place for the storage and display of any such materials. The Commission may advertise, prepare, print and distribute books, maps, charts, plans and pamphlets which it deems necessary for its work. The Commission may recommend the certification of places of interest as historical landmarks to the Town Meeting for the purpose of protecting and preserving such places. The Commission shall have all of the powers and duties and obligations that such historical commissions may have under the Constitution and laws of the commonwealth, the Town Charter, town bylaws and this Administrative Code.
A. 
Composition, mode of appointment, term of office. There shall be a Consumer Advisory Commission composed of seven members appointed by the Board of Selectmen. The term of office of each member shall be three years, such terms so arranged that as nearly an equal number of terms as is possible shall expire each year.
B. 
Powers and duties. The Consumer Advisory Commission shall work under the general policy direction of the Board of Selectmen. The Commission shall research, study and report to the Board of Selectmen on matters having to do with policies and practices that might adversely affect residents of the town as consumers of goods and services, including rates and fees set by public utilities within and outside the town. The Commission shall keep the Board of Selectmen informed and offer advice and counsel on methods and actions that might be taken to further the interest of consumers. The Consumer Advisory Commission shall carry out its duties and powers and obligations in conformity with the Town Charter, town bylaws and this Administrative Code.

Composition, mode of appointment, term of office. There shall be a Council on Aging composed of nine members appointed by the Board of Selectmen. The term of office of each member shall be for three years, such terms so arranged that as nearly an equal number of terms as is possible shall expire each year.

B. 
Powers and duties. The Council on Aging shall work under the general policy direction of the Board of Selectmen. The Council shall plan, coordinate and carry out programs, services and functions designed to meet the needs of the older citizens of the town and shall advise the Board of Selectmen of the needs of the older citizens. The Council shall have all of the powers and duties and obligations that such councils on aging may have under the Constitution and laws of the commonwealth, the Town Charter, town bylaws and this Administrative Code.
A. 
Composition, mode of appointment, term of office. There shall be a Citizens’ Advisory Board composed of not less than 12 nor more 15 members appointed by the Board of Selectmen and Planning Board jointly. The term of office of each member shall be for three years, such terms so arranged that as nearly an equal number of terms as is possible shall expire each year. Members shall represent a cross section of town population and opinion.
B. 
Powers and duties. The Citizens’ Advisory Board shall work under the general policy direction of the Board of Selectmen. The Board shall study town planning and major projects affecting the future of the town and may issue reports and recommendations to the Planning Board, the Board of Selectmen and other town agencies. The Board shall provide opinions, advice and counsel to the Planning Board, Board of Selectmen and other town agencies on matters pertaining to the Master Plan of the town and community development programs. The Citizens’ Advisory Board shall have such powers and duties as are provided in this Administrative Code, the Town Charter and town bylaws.

Composition, mode of appointment, term of office. There shall be a Financial Planning Committee composed of six members. Three members shall be appointed by the Moderator and one member each by the School Committee, by the Appropriation Committee and by the Planning Board. The Town Accountant shall be an ex officio member. Each member shall serve a term of office of three years, such terms so arranged that an equal number of terms shall expire each year.
B. 
Powers and duties. The Financial Planning Committee shall work under the general policy direction of the Board of Selectmen and the general administrative direction of the Administrative Officer. The Committee shall serve in a research, study and advisory capacity to the Board of Selectmen, Appropriation Committee and the Administrative Officer on long- and short-range financial planning matters, and shall advise and assist the Administrative Officer in the development of five-year capital improvement programs as provided for in the Town Charter. The Financial Planning Committee shall carry out its powers and duties and obligations in conformity with the Town Charter and bylaws.

Composition, mode of appointment, term of office. There shall be a Power Line Committee composed of five members. Two members shall be appointed by the Moderator and one member each shall be appointed by the Board of Selectmen, the Planning Board and the Conservation Commission. The term of office of each member shall be three years, such terms so arranged that as nearly an equal number of terms as is possible shall expire each year.
B. 
Powers and duties. The Power Line Committee shall work under the general policy direction of the Board of Selectmen and the general administrative direction of the Administrative Officer. The Committee shall serve in an advisory capacity to the Board of Selectmen on all matters having to do with the transmission and distribution of intelligence, communications or electricity for lighting, heating or power, and shall take all necessary steps to ensure the admission of the town as a party of interest before the Department of Public Utilities and courts in opposition to the construction of the proposed 345,000-volt electric transmission line of the New England Power Company and Boston Edison Company as an overhead line and to cooperate fully with other interested towns in the effort to require that any such high-voltage lines be placed underground, and shall be authorized to sponsor and support any legislation in the Great and General Court on behalf of the town which would require the public utilities to engage in and conduct research and development and to encourage and promote the use of underground transmission and distribution of electric power. The Committee shall exercise its powers and duties and obligations in conformity with the Town Charter, town bylaws and this Administrative Code.

Composition, mode of appointment, term of office. There shall be a Municipal Code and Bylaw Committee composed of five members. The Moderator shall appoint each member. The term of office of each member shall be three years, such terms so arranged that not more than two terms shall expire each year.
B. 
Powers and duties. The Municipal Code and Bylaw Committee shall work under the general policy direction of the Board of Selectmen and the general administrative direction of the Administrative Officer. The Committee shall organize the Municipal Code as to form, maintain said Code in current form, advise the Town Meeting as to new bylaws and annually report recommendations for future legislation to the Board of Selectmen. The Committee shall have all the powers and duties and obligations that such code and bylaw committees may have under the Constitution, the laws of the commonwealth, the Town Charter, town bylaws and this Administrative Code.

Composition, mode of appointment, term of office. There shall be a Personnel Board consisting of six unpaid members, four of whom shall be registered voters of the town. The Moderator shall appoint all members. The term of office shall be three years. Each member shall continue to hold office until his successor has been appointed and qualified. Members shall not be paid employees or elected officials of the town.
B. 
Powers and duties. The Personnel Board shall work under the general policy direction of the Board of Selectmen and the general administrative direction of the Administrative Officer. The Board shall be responsible for the administration of the classification and compensation plans and shall exercise that responsibility through the Administrative Officer according to the provisions of the Consolidated Personnel Bylaw for the Town of Northborough, as amended. The Board may from time to time investigate the work features and rates of salaries and wages of any of all positions subject to the provisions of the Consolidated Personnel Bylaw. The Administrative Officer may make recommendations to the Personnel Board affecting classification and compensation matters. The Personnel Board shall have all the powers and duties and obligations that such personnel boards may have under the Constitution and laws of the commonwealth, and the Administrative Officer shall exercise those powers and duties in personnel matters, including the keeping of adequate personnel records of all employees, in conformity with the Town Charter, town bylaws and this Administrative Code.

The Town Accountant and the Treasurer-Tax Collector shall serve as ex officio members. The term of office of each member shall be for three years, such terms so arranged that the term of one shall expire each year. No member of the Committee shall in any way be involved in the bidding for or writing of any portion of the town’s insurance program.
B. 
Powers and duties. The Insurance Committee shall work under the general policy direction of the Board of Selectmen and the administrative direction of the Administrative Officer. The Committee shall serve in a research, study and advisory capacity to the Administrative Officer on all matters relating to the town’s insurance programs. The Committee shall report to the Administrative Officer on such matters from time to time as required. The Insurance Committee shall carry out its powers and duties and obligations in conformity with the Town Charter, town bylaws and this Administrative Code.
