It is the intent of this Administrative Code to consolidate into an operating division similar and related functions of municipal government and services that involve public works. The division shall be known as the "Public Works Division" and shall include all present and future line operating functions that pertain to the maintenance and development of town roads, water supply, sewerage system, cemeteries, parks, refuse disposal facilities, public grounds and buildings and the like. The Division shall include all such functions that are performed on a daily or regular basis.
A. 
Composition, mode of appointment, term of office. There shall be a Highway Department composed of an operating head known as the "Highway Superintendent" and operating personnel. The Administrative Officer shall be responsible for the appointment of all personnel. Such appointments shall be made for an indefinite term.
B. 
Powers and duties. The Highway Department shall work under the specific policy direction of the Board of Selectmen and the general administrative direction of the Administrative Officer. The Highway Department shall have charge of all repairs, street openings, new construction of public ways, sidewalk construction and repair, drainage, snow removal and other matters having to do with the proper maintenance and development of the town’s road system. The Highway Superintendent and the Department shall have all of the powers and duties and obligations that such superintendents of streets and such departments may have under the Constitution and laws of the commonwealth, the Town Charter, town bylaws and this Administrative Code.

Composition, mode of appointment, term of office. There shall be a Parks Department which shall operate under the jurisdiction of the Parks Commissioners. The Administrative Officer shall be responsible for the appointment of all personnel. Such appointments shall be made for an indefinite term.

Powers and duties. The Parks Department shall work under the general policy direction of the Board of Selectmen and the specific policy directives of the Parks Commission. The Department shall work under the general administrative direction of the Administrative Officer. The Parks Department shall operate and maintain and develop public playgrounds and parks, buildings and facilities and shall have all the powers and duties and obligations that such departments may have under the Constitution and laws of the commonwealth, the Town Charter, town bylaws and this Administrative Code.

The Moth Control Superintendent shall have all of the powers and duties and obligations that such superintendents may have under the Constitution and laws of the commonwealth, the Town Charter and this Administrative Code.

The Department shall work under the general administrative direction of the Administrative Officer. The Water and Sewer Department shall operate and maintain and develop the town’s public water and sewer systems and facilities and shall have all of the powers and duties and obligations that such departments may have under the Constitution and laws of the commonwealth, the Town Charter, town bylaws and this Administrative Code.

The Administrative Officer shall be responsible for the appointment of all personnel. Such appointments shall be made for an indefinite term.

Powers and duties. The Cemetery Department shall work under the general policy direction of the Board of Selectmen and the specific policy directives of the Cemetery Commission. The Department shall work under the general administrative direction of the Administrative Officer. The Department shall operate and maintain and develop the public burial grounds of the town and buildings and facilities. The Cemetery Superintendent and the Department shall have all of the powers and duties and obligations that such superintendents may have under the Constitution and laws of the commonwealth, the Town Charter, town bylaws and this Administrative Code.

Composition, mode of appointment, term of office. There shall be a Refuse Disposal Service. Appointments shall be made by the Administrative Officer.
B. 
Powers and duties. The Refuse Disposal Service shall be under the general and specific policy direction of the Board of Selectmen and the general administrative direction of the Administrative Officer. The Refuse Disposal Service shall operate under private contract negotiated by the Board of Selectmen and shall conform to specifications, rules and regulations for a sanitary landfill or for such other methods of refuse disposal as the Board of Selectmen shall determine in conformity with the Town Charter, town bylaws, state health rules and regulations and laws of the commonwealth.

Composition, mode of appointment, term of office. There shall be a Tree Warden appointed by the Administrative Officer for an indefinite term.
B. 
Powers and duties. The Tree Warden shall work under the general policy direction of the Board of Selectmen and the general administrative direction of the Administrative Officer. The Tree Warden shall be responsible for the care of all shade trees, shrubs and other growths in town and shall be responsible for the tree replacement programs of the town. The Tree Warden shall have all of the powers and duties and obligations that tree wardens may have under the Constitution and laws of the commonwealth, the Town Charter, town bylaws and this Administrative Code.
