It is the intent of this Administrative Code to consolidate into an operating division similar and related functions of municipal government and services that involve the protection of the public health and welfare. The division shall be known as the "Health and Inspection Division" and shall include all present and future line operating functions that pertain to the inspection of buildings and facilities and the issuance of permits and the enforcement of town bylaws and state regulations protecting the public health and general welfare and the like. The Division shall include all such functions that are performed on a daily or regular basis.

A.
Composition, mode of appointment, term of office. There shall be a Building Inspector appointed by the Administrative Officer.
B.
Powers and duties. The Building Inspector shall work under the general policy direction of the Board of Selectmen. The Building Inspector shall work under the general administrative direction of the Administrative Officer and shall regularly examine or cause to be examined all buildings upon which any work is to be done; shall, upon application, examine all buildings which are to be moved, raised, enlarged, altered, restored, built or rebuilt; and shall examine all buildings which are reported to the office as unsafe or dangerous. The Building Inspector shall examine all Building Code violations and make such reports or take such action as may be required by the Administrative Officer after consultation with the Planning Board. The Building Inspector shall have all of the powers and duties and obligations that such officers may have under the Constitution, laws of the commonwealth, the Town Charter, town bylaws and this Administrative Code.

Composition, mode of appointment, term of office. There shall be a Conservation Officer appointed by the Administrative Officer for an indefinite term.
B.
Powers and duties. The Conservation Officer shall work under the general policy direction of the Board of Selectmen and the specific policy directives of the Conservation Commission. The Conservation Officer shall work under the general administrative direction of the Administrative Officer. The Conservation Officer shall be responsible for examining or causing to be examined all proposed or actual uses of land which may violate the Hatch Act or Floodplain Zones and shall examine all violations or reports of violations and make such reports or take such action as may be required by the Administrative Officer after consultation with the Conservation Commission. The Conservation Officer shall have all of the powers and duties and obligations that such officers may have under the Constitution, laws of the commonwealth, the Town Charter, town bylaws and this Administrative Code.

Composition, mode of appointment, term of office. There shall be a Wiring Inspector appointed by the Administrative Officer.
B.
Powers and duties. The Wiring Inspector shall work under the general policy direction of the Board of Selectmen and the general administrative direction of the Administrative Officer. The Wiring Inspector shall supervise all wires over or under streets or buildings and all wires within buildings that have to do with the transmission and distribution of intelligence, communications or electricity for lighting, heating or power; shall inspect all new installations during and after installation and shall conduct such other inspections of rewiring, expanded services and otherwise, and shall have the power to approve or disapprove the same in accordance with existing town codes and regulations and any state codes and regulations. The Inspector shall have all of the powers and duties and obligations that wiring inspectors may have under the Constitution and laws of the commonwealth, the Town Charter, town bylaws and this Administrative Code.

Composition, mode of appointment, term of office. There shall be a Sealer of Weights and Measures appointed by the Administrative Officer for an indefinite term.
B.
Powers and duties. The Sealer of Weights and Measures shall work under the general policy direction of the Administrative Officer. The Sealer of Weights and Measures shall have the power of inspection and shall enforce all regulations and laws having to do with weights and measures. The Sealer shall have all of the powers and duties and obligations that sealers of weights and measures may have under the Constitution and laws of the commonwealth, the Town Charter, town bylaws and this Administrative Code.

Composition, mode of appointment, term of office. There shall be three Fence Viewers appointed by the Administrative Officer annually.
B.
Powers and duties. The Fence Viewers shall work under the general policy direction of the Board of Selectmen and the general administrative direction of the Administrative Officer. The Fence Viewers shall conduct inspections from time to time of fences and fence boundaries as requested and issue reports on violations and disputes involving same. The Fence Viewers shall have all of the powers and duties and obligations that such viewers may have under the Constitution and laws of the commonwealth, the Town Charter, town bylaws and this Administrative Code.

Composition, mode of appointment, term of office. There shall be a Gas Inspector appointed by the Administrative Officer for an indefinite term.
B.
Powers and duties. The Gas Inspector shall work under the general policy direction of the Board of Selectmen and the specific policy direction of the Board Health. The Inspector shall work under the general administrative direction of the Administrative Officer. The Gas Inspector shall inspect and approve gas fittings in the town and perform such other duties as may be required by appropriate rules and regulations. The Gas Inspector shall have all of the powers and duties and obligations that gas inspectors may have under the Constitution and laws of the commonwealth, the Town Charter, town bylaws and this Administrative Code.

Composition, mode of appointment, term of office. There shall be a Health Department composed of the Plumbing Inspector, Health Officer, Pesticide Control Supervisor, Sanitation Inspector and Animal Inspector. The Administrative Officer shall be responsible for their appointments, except where state statutes otherwise provide. Such appointments shall be for an indefinite term.
B.
Powers and duties. The Health Department shall work under the general policy direction of the Board of Selectmen and the specific policy directives of the Board of Health. The Department shall work under the general administrative direction of the Administrative Officer. The Plumbing Inspector shall inspect and approve all plumbing installations. The Health Officer shall act as an agent of the Board of Health in the inspection of facilities, including food establishments. The Pesticide Control Supervisor shall administer such pest control programs as may be approved by the Board of Health. The Sanitation Inspector shall perform inspections of septic systems and approve permits for installations of septic systems. The Animal Inspector shall make regular and thorough inspections of all meat cattle, sheep and swine and of domestic animals within the town. As agents of the Board of Health, each official shall have the authority of that Board and may make complaints of violations of any law or regulation or bylaw relative to the public health. They shall report their actions to the Board of Health for approval within two days of said action. Each official shall have all of the powers and duties and obligations that such official may have under the Constitution and laws of the commonwealth, the Town Charter, town bylaws and this Administrative Code.

Powers and duties. The Zoning Officer shall work under the general policy direction of the Board of Selectmen and the specific policy directives of the Planning Board. The Zoning Officer shall work under the general administrative direction of the Administrative Officer. The Zoning Officer shall be responsible for examining or causing to be examined all proposed or actual uses of land for their conformity with the zoning bylaws and shall examine all zoning violations and make such reports or take such action as may be required by the Administrative Officer after consultation with the Planning Board. The Zoning Officer shall have all of the powers and duties and obligations that such officers may have under the Constitution and laws of the commonwealth, the Town Charter, town bylaws and this Administrative Code.

Composition, mode of appointment, term of office. There shall be Public Weighers appointed for indefinite terms by the Administrative Officer. There may be an unlimited number. At least one weigher shall not be engaged in the business of buying, selling or transporting the goods or commodities weighed, measured or surveyed by him. No person shall be ineligible because of sex or because of residence in another town.

Powers and duties. The Public Weighers shall work under the general policy direction of the Board of Selectmen and the general administrative direction of the Administrative Officer. They shall have all of the powers and duties and obligations that such public weighers may have under the Constitution and laws of the commonwealth, the Town Charter, town bylaws and this Administrative Code.

Composition, mode of appointment, term of office. There shall be an officer known as the "Sanitary Landfill Inspector" appointed by the Administrative Officer for an indefinite term.
B.
Powers and duties. The Sanitary Landfill Inspector shall work under the general policy direction of the Board of Selectmen and the general administrative direction of the Administrative Officer. The Inspector shall serve as a Clerk of the Works for the town solid waste disposal operation and shall report any violation of contractual provisions, conduct periodic inspections of resident permits to use the solid waste disposal facilities and perform such other duties as may be assigned by the Administrative Officer. The Sanitary Landfill Inspector shall have all of the powers and duties and obligations that such inspectors may have under the Constitution, the laws of the commonwealth, the town bylaws and the rules and regulations established for the town solid waste disposal area.

Powers and duties. The Measurer of Bark and Wood shall work under the general policy direction of the Board of Selectmen and the general administrative direction of the Administrative Officer. The Measurer of Bark and Wood shall have all of the powers and duties and obligations that such officers may have under the Constitution and laws of the commonwealth, the Town Charter, town bylaws and this Administrative Code.

Powers and duties. The Burial Agent shall work under the general policy direction of the Board of Selectmen and the general administrative direction of the Administrative Officer. The Burial Agent shall have all of the powers and duties and obligations that such agents may have under the Constitution and laws of the commonwealth, the Town Charter, town bylaws and this Administrative Code.
