No person shall keep, use, consume, transport or have in his possession any alcoholic beverage, as defined in MGL C. 138. § 1, in any building or structure owned by the Town of Northborough and used for municipal purposes, nor in any public park or playground in the Town of Northborough, except as hereafter provided.

No person shall transport or drink any alcoholic beverage, as defined above, within the boundaries of Memorial Field except during such period as a license under MGL C. 138 for sale of alcoholic beverages in said area may be effective by vote of the Board of Selectmen, as licensing authority of the town.
A.
No person shall consume any alcoholic beverage, as defined above, in any portion of any structure in the Town of Northborough leased, rented or otherwise used by said town for municipal purposes.
B.
No person shall consume any alcoholic beverage, as defined above, upon any way, place or building in the Town of Northborough to which members of the public have access as invitees or licensees, without the permission of the owner or person in control thereof.
C.
No person shall consume any alcoholic beverage, as defined above, while in or upon any public way in the Town of Northborough.
