[HISTORY: Adopted by the Board of Health of the Town of Northborough. Amendments noted where applicable.]
Title V of the State Environmental Code as in effect on the date these regulations are adopted shall govern the testing, review and issuance of permits for private septic systems in Northborough, subject to the following changes:
A. 
December 1 through April 30 shall be the only valid period for determining groundwater elevations; however, exceptions may be made for certain other periods on the basis of information from the United States Geological Survey Reports on Ground Water Elevations in Massachusetts.
B. 
Relative to Regulation 3.4(e) of Title V, the following minimum facilities will be installed for up to four-bedroom homes or dwelling units:
(1) 
Leach beds of 1,000 square feet.
(2) 
Three fifty-foot leach trenches.
(3) 
Two four-by-twelve-foot leach pits off distribution box.
C. 
Relative to Regulation 14.8 of Title V, for a designed plan utilizing leaching trenches, the Board of Health may refuse to allow use of the area between trenches as future reserve area in rocky locations where installation of trenches between existing trenches may not be possible.
D. 
Any changes to Title V made after the date these regulations are adopted and which the Board of Health adopts as amendments to these regulations.
For existing permits and previously tested lots as of the date these regulations are adopted:
A. 
Any permits issued under the previous regulations are valid for only the six-month period following that date. Upon expiration of any of these permits, the subject lot will be reviewed for compliance under these regulations, and if it complies, a new two-year permit will be issued.
B. 
All permits hereafter issued will be valid for a two-year period.
C. 
Lots tested under the previous regulations for which permits have not been applied for and lots for which testing is hereafter applied for will be required to meet the standards for issuance of a new permit hereunder.
In cases where an interceptor drain is proposed to lower the water table, the drain must be installed first and the land retested again during the period between December 1 and April 30 or other periods as approved by the Board of Health on a case-by-case basis.
