Opinions of Town Counsel shall be granted only by direction of the Board of Selectmen or Administrative Officer.

Opinions of Town Counsel shall be written by letter to the department requesting the opinion, with a copy to the Administrative Officer.
Telephone or verbal opinions of Town Counsel shall be limited to matters where time is crucial, and if other than administrative, shall be reduced to writing as set out in § 9-72-020.
Requests for Town Counsel service, either for opinions or meeting with officers, shall be made through the Administrative Officer.
Town Counsel may, at his discretion, meet with town officials and offer advice and opinions in situations that appear to lack time to process a request for his services.
Town Counsel shall examine proposed decisions of the Zoning Board of Appeals and submit opinions limited to legal technicalities for the purpose of making the same as effective as possible in case of litigation.
All private citizens who request information shall be referred to the Administrative Officer.
