When any department, committee or board requires a transfer from the Reserve Fund, the request shall be submitted with full documentation to the Administrative Officer, who shall review such request and determine if the transfer is required.

Once this determination has been made, any request for transfer in excess of $1,000 or any which would change the mode of operation of the department, committee or board shall be submitted to the Board of Selectmen for its review and consideration.
After the Selectmen have taken final action on the request, the Administrative Officer shall forward said request with the Board’s recommendations and rationale to the Appropriation Committee for its consideration of the requested transfer from the Reserve Fund.
