Before approval, modification and approval or disapproval of the definitive plan is given, a public hearing shall be held by the Planning Board. The public hearing notice shall be done in accordance with the following procedure: The applicant shall be responsible for the placing of the advertisement in a newspaper of general circulation in the Town of Northborough once in each of two successive weeks, the first publication being not less than 14 days before the day of such hearing. A public hearing notice form will be provided by the Planning Board to the applicant to ensure proper notice. A copy of the advertisement shall be given to the Town Planner prior to publication. The applicant shall notify, by registered/certified mail, all abutting towns and owners of land abutting upon the land included in such plan in accordance with MGL C. 40A § 11. Prior to the public hearing date, the applicant shall deliver the return receipts to the Town Planner.
