The Human Services Council serves as a vehicle for municipal departments and community agencies to identify needs, coordinate services and promote communication and mural support among the involved agencies.
The Human Services Council is composed of designated representatives from the Police Department, Fire Department, School Department, Housing Authority, Council on Aging, Youth Commission, Parks and Recreation Commission and the District Nurse, together with the Director of Family and Youth Services and the Head Librarian. In addition, other agencies may have representatives join the Council with full voting rights. These representatives shall serve three-year terms or until replaced by another representative from their agency.
Meetings are held on the third Wednesday of each month at 10:00 a.m. in the town offices building, unless notice is otherwise given. Meetings shall be run according to Robert’s Rules of Order. A quorum shall consist of a simple majority of the membership.
As an officially recognized body of the Town of Northborough, the Human Services Council expects the representatives to take their roles seriously. A representative should call either the Town Clerk’s office or the Library if unable to attend a meeting. If a representative misses three consecutive meetings without reasonable excuse, the Human Services Council may ask the appropriate agency to appoint another representative.
Officers shall be the Chairperson (or Co-Chairperson) and Secretary. Other officers may be chosen by a majority vote as needed. All officers shall be elected in April, to take office in June.
