[HISTORY: Adopted by the Youth Commission of the Town of Northborough. Amendments noted where applicable.]
The name of this body, located in Northborough, Massachusetts, shall be known as the "Northborough Youth Commission."
The Youth Commission shall be seen as a vehicle to carry out programs which may be designed or established to meet the opportunities, challenges and problems of the youth and their families of Northborough and in conjunction with any similar or related programs of any agency of the commonwealth or any agency of the federal government.
The Commission shall consist of five members appointed by the Board of Selectman for overlapping terms of three years.[1]

Members of the clergy in Northborough shall be honorary members of the Youth Commission but shall be entitled to all the privileges of the members except the right to vote.
Associate members shall be elected by a majority vote of the members of the Youth Commission from those persons in the Town of Northborough indicating their desire to be so associated. Associate members shall be entitled to all the privileges of members except the right to vote.
A. 
Any member absent from three consecutive Commission meetings without having notified the Chairperson or Secretary in advance that he/she must be absent for a valid reason shall automatically forfeit his/her membership on the Commission and be so notified.
B. 
Any member of the Commission may, after a public hearing, if requested, be removed for cause by the Board of Selectman.
Vacancies occurring otherwise than by expiration of a term shall be filled for the unexpired term in the manner provided in Section II of Chapter 41 of the General Town of Northborough Bylaws.
Special meetings of the Commission may be called by the Chairperson or by 1/3 of the members thereof, provided that each member is notified of the time, place and business to be discussed at least 24 hours prior to the time of the meeting. The business at such special meetings shall be limited to that submitted in the call of the meeting, unless otherwise voted by a majority of the full membership.
A majority of the membership shall constitute a quorum. If a quorum is not present, a meeting may be held, provided that the following restrictions to the order of business are met:

Reports may be received, but no action may be taken on any recommendations made in such reports.
B. 
If any reports are received, the Secretary shall incorporate them into the minutes of the meeting.
C. 
Neither old business nor new business may be taken up, except that if the subject matter of any of the reports received appears to warrant it, the members present may request the Chairperson to call a special meeting at a given time and place in accordance with § 12-24-090 of these bylaws.
A. 
All votes of this Commission shall be taken by a call of the roll, and the ayes and nays shall be recorded in the journal; provided, however, that if the vote is unanimous, only that fact need be recorded.
B. 
All action taken by this Commission shall be by a majority vote of the members, unless otherwise required by these bylaws or by the parliamentary authority (§ 12-24-130).
At least 24 hours before any meeting of the Commission is to be held, an agenda, to be determined by the Chairperson or Secretary and to contain all the items which are scheduled to come before the Commission, shall be posted, and the members of the Commission shall be notified as to the meeting and the agenda. Due consideration shall be given to the wishes of the members relative to the items to be discussed and acted upon.
An annual report on the business of the Youth Commission shall be prepared for incorporation in the annual report of the Town of Northborough at the time designated by the Board of Selectmen.
All Youth Commission meetings shall be open to the Northborough townspeople, who shall have the right to be heard on subjects under discussion when invited to do so by, and at the discretion of, the Chairperson. The Chairperson shall exercise his/her right to refuse to recognize a townsperson when, in his/her opinion, such recognition will duly impede the Commission from completing its agenda for the current meeting. The official minutes of the Commission meetings shall be placed on file in the office of the Town Clerk, with the Secretary to the Board of Selectmen and in the Public Library.
Amendments to these bylaws may be proposed to the Commission in writing by any member of the Commission to the Chairperson.
A simple majority vote of those present and voting shall pass the proposed amendment to a second reading at the next regular Commission meeting. After the second reading, a two-thirds vote of the full membership shall be required for adoption of the amendment.
