The Township Committee deems it necessary and appropriate for the social development of the Township of Wall to promote better relations within the community. The Township Committee also finds that in an effort to promote better relations within the community and foster the development of future leadership within the community it is critical to involve members of the community at a young age. In order to reach these goals, the Township Committee determined that it is critical to educate, inspire and encourage female leaders. Accordingly, the Township Committee wishes to create an advisory committee to provide continuing advice to it and the citizens of this community on matters pertaining to the growth and encouragement of female leadership, and to foster improved relations, communication and community service in the Township.
There is hereby created and established, pursuant to N.J.S.A. 40:48-2, a committee to be known as the the "Women's Leadership Committee of Wall Township."
The Women's Leadership Committee shall consist of five members during the first year and such additional number as may be deemed appropriate and necessary by the Township Committee to effect the purpose of this article.
A. 
The Women's Leadership Committee shall annually elect one of its members as Chairperson, whose duties shall be to fix meeting dates, conduct the meetings, appoint subcommittees and arrange the activities and functions of the Committee so that they may be accomplished in an orderly and productive fashion. The Chairperson shall be the liaison to the Township Committee, plan and run meetings in accordance to the governing document, establish and confirm a purposeful agenda for each meeting, officiate and conduct meetings, provide leadership and ensure Committee members are aware of their obligations, ensure minutes are complete and accurate, retained, included and reviewed at the next meeting, ensure that discussion on agenda items is on topic, productive and professional, ensure matters are dealt with in an orderly, efficient manner and bring impartiality and objectivity to meetings and decisionmaking.
B. 
The Women's Leadership Committee shall annually elect one of its members as Vice Chairperson, whose duties shall be, in the absence of the Chairperson, to assume all of the duties of that office and shall be responsible for publicity and notifications of meetings of the Committee. The Vice Chairperson shall support the Chairperson in all duties as assigned, lead assigned subcommittees as Chairperson, support the Chairperson in conducting meetings in an orderly and organized manner and assist the Chairperson by taking on responsibility as necessary for communication with Committee Chairs.
C. 
The Women's Leadership Committee shall annually elect one of its members as Budget Chairperson, whose duties shall be to keep all financial receipts and a permanent record of all financial business of the Committee. The Budget Chairperson shall also provide an up-to-date financial report at each meeting.
D. 
The Women's Leadership Committee shall annually elect one of its members as Recording Secretary, whose duties shall be to record the minutes of all meetings and to receive and transmit all correspondence of the Committee.
E. 
The Women's Leadership Committee shall annually elect one of its members as Corresponding Secretary, whose duties shall be to send notices of meetings to Executive Board/Committee members as directed, read correspondence at Executive Board and Committee meetings as requested, maintain an email database of all members and send emails to all members as requested by the Chair.
The Township Committee shall annually appoint one of its members as the Township Committee's representative to the Women's Leadership Committee. The Township Committee shall also annually appoint the Director of the Wall Youth Center to be a full voting member of the Committee, or other member of the Wall Youth Center, who shall also act as liaison between the Committee, the Township and the Wall Youth Center and who shall advise the Women's Leadership Committee as necessary and appropriate.
The Township Committee shall have the discretion, upon recommendation from the Women's Leadership Committee, to remove any members appointed to the Committee who are not fulfilling their duties or responsibilities. Any officer can be removed from office by a 2/3 majority vote of the membership after a special meeting has been requested at least 10 working days in advance. Notice must be provided to all members for meetings involving the recall of officers.
The duties of the Committee shall be as follows:
A. 
To recommend to the Township Committee programs, improvements and activities which will benefit the Women's Leadership Committee of Wall Township.
B. 
To bring matters of importance and concern regarding the Wall Youth Center to the attention of the Youth Center Director and the Township Committee in an effort to facilitate programs encouraging female leadership.
C. 
To provide a resource for the community to discuss areas of community concern; to facilitate communication and maintain tranquility within the community.
D. 
To recommend to the Township Committee programs, improvements and activities which will benefit the Township's relations with the community, alleviate areas of community concern and improve the Township's services to its youth.
E. 
To serve in an advisory capacity to the local school district and the Township, as they cooperate in the development and implementation of comprehensive and effective education programs in the local public schools to foster the development of future women leadership within the community and beyond.
F. 
To assist in and raise awareness in the community of the importance of women leadership beginning at a young age.
G. 
To provide continuing advice to the Township Committee and the citizens of this community on matters pertaining to the growth and encouragement of female leadership, and to foster improved relations, communication and community service in the Township.
The Women's Leadership Committee shall receive from all Township officials, offices and departments such assistance as may be proper and reasonably necessary to aid the Committee in the performance of its duties.
The Women's Leadership Committee shall submit a budget request to the Township Committee, which shall appropriate in each annual budget of the Township such sum as may be determined by the Township Committee to be necessary to accomplish the purposes set forth herein, and to implement those recommendations of the Committee which the Township Committee, in its discretion, deems feasible and appropriate.
