Words and phrases, when used in this chapter, except for the specific
terms defined below, shall have the meanings ascribed to them in the
Vehicle Code, 75 Pa.C.S.A. § 101 et seq., except that in
this chapter the word "street" may be used interchangeably with the
word "highway" and shall have the same meaning as the word "highway"
as defined in the Vehicle Code.
The following vehicles are exempt vehicles:
Emergency vehicles.
School buses operating on regular routes.
Vehicles and combinations of governmental agencies and utilities
or their contractors engaged in construction, maintenance or utility
operations on or along a posted highway or in a location which can
only be reached by a posted highway.
Local traffic.
Vehicles and combinations going to or coming from a residence,
commercial or industrial establishment, or farm located on a posted
highway or which can only be reached by a posted highway.
A vehicle or combination having a gross weight, including
cargo, in excess of a posted weight limit, whether in excess of a
per-axle weight limit or a gross vehicle weight limit.
That portion of a highway restricted to weight limits.
The weight limit, including cargo, whether per axle or gross
vehicle, restricted by ordinance and posted on the highway.
A vehicle, including a pedalcycle, propelled solely by human
power, and used or intended for use for the display, transport, exhibit
or sale of goods, wares or merchandise.

B.
In this article, the singular shall include the plural, the plural
shall include the singular, and the masculine shall include the feminine.
All traffic and parking regulations of a permanent nature shall
be enacted as ordinances or as parts of ordinances or as amendments
to ordinances of the Township of Dickinson.
A.
The Board of Supervisors of Dickinson Township shall have the following
powers to regulate traffic and parking temporarily and in time of
emergency:
(1)
In the case of fire, flood, storm or other emergency, to establish
temporary traffic and/or parking regulations.
(2)
In the case of emergency or to facilitate public works, or in the
conduct of parades, processions or public events, to restrict or prohibit
traffic and/or parking in limited areas for periods of not more than
72 hours.
B.
Such temporary and emergency regulations shall be enforced by the
Board of Supervisors in the same manner as permanent regulations.
Any person who shall operate or park a vehicle or tractor in violation
of any such regulation, or who shall move, remove, destroy, injure
or deface any sign erected or posted to give notice of any such regulation,
shall be liable to the penalty set forth in the law or elsewhere in
this article for a violation of such nature, and, in case of a violation
for which no specific penalty is set forth in the law or elsewhere
in this article, to a fine of not more than $500 and costs of prosecution,
and, in default of payment of such fine and costs, to imprisonment
in the Cumberland County Prison for not more than 10 days.
The Board of Supervisors of Dickinson Township may from time
to time designate places upon and along the streets and alleys in
the Township where, for a period of not more than 90 days, specific
traffic and/or parking regulations, prohibitions and restrictions
shall be in force and effect, and shall designate such locations by
proper signs and markings. Such regulations, prohibitions and restrictions
shall be effective just as if they had been specified in this article.
No person shall operate or park a vehicle or tractor in violation
of any such regulation, prohibition or restriction, and no person
shall move, remove, destroy or deface any sign or marking erected
or made by authority of this section. Any person who shall violate
any of the provisions of the section shall, upon conviction thereof
before a District Justice, be liable to the penalty set forth in the
law or elsewhere in this article for a violation of such nature, and
in case of a violation for which no specific penalty is set forth
in the law or elsewhere in this article, to a fine of not more than
$500 and costs of prosecution and, in default of payment of such fine
and costs, to imprisonment in the Cumberland County Prison for not
more than five days; provided that the purpose of this section is
to allow for the test and experimental determination of the feasibility
and desirability of permanent changes in the ordinances of the Township
relative to traffic and parking.
A.
The Township shall have authority to close any street or specific
part of a street to vehicular traffic and to place barriers or station
police officers at each end of the closed portion while construction
or maintenance work is underway or a special event is being conducted
on the closed portion. It shall be unlawful for any person to drive
a vehicle upon any such closed portion.
B.
The Township shall have authority to establish a restricted traffic
area upon any street where construction or maintenance work is underway
and to station flagmen at each end of the restricted portion. It shall
be unlawful for any person to drive a vehicle upon any such restricted
traffic area at any time when the flagman is displaying a sign directing
that vehicle to stop, or is signaling that vehicle, by a flag or other
device, not to proceed.
C.
Any person who violates any provision of this section, upon conviction,
shall be sentenced to pay a fine of $500 and costs.
A.
The following intersections are hereby established as stop intersections,
and official stop signs shall be erected (or are hereby confirmed
if heretofore erected) in such a position as to face traffic in the
direction or directions hereby indicated. All vehicles and tractors
approaching any such intersection upon the first-named street, in
the direction or directions hereby indicated in each case, shall come
to a full stop, within a reasonable distance, before entering such
intersection:

B.
Any operator of a vehicle who shall fail to come to a full stop,
within a reasonable distance, before entering any such stop intersection,
as hereinabove required, shall, upon conviction thereof before a District
Justice, be sentenced to pay a fine of no more than $500 and costs
of prosecution and, in default of payment of such fine and costs,
to imprisonment in the Cumberland County Prison for not more than
three days.
The provisions of this article, so far as they are the same
as those of ordinances and regulations in force immediately prior
to the enactment of this article, are intended as a continuation of
such ordinances and not as new enactments. The provisions of this
article shall not affect any act done or liability incurred, nor shall
they affect any suit or prosecution pending or to be instituted to
enforce any of those repealed ordinances or regulations.
The officers of the Pennsylvania State Police are hereby authorized
to direct traffic on the highways of the Township and at intersections
thereof and to otherwise enforce the provisions of this chapter.
A.
The Pennsylvania State Police are hereby authorized to use all speed-timing
devices for the determination of speed of a motor vehicle as are approved
or will be approved by the Department of Transportation of the Commonwealth
of Pennsylvania, in accordance with 75 Pa.C.S.A. § 3368.
B.
This section authorizes the use of said devices upon all streets
and highways within the Township, be they municipal, county or state
highways, and does also hereby elect to exercise all powers granted
to "local authorities" under the Vehicle Code of the Commonwealth
of Pennsylvania, 75 Pa.C.S.A. § 6101 et seq., as hereafter
amended, supplemented, modified or reenacted by the General Assembly
of Pennsylvania.
