On or before January 1 of each year, each firm, person or corporation owning, operating or maintaining any fire hydrants in McKees Rocks Borough shall file with the Secretary of said Borough a statement evidencing the location of all fire hydrants owned, operated or maintained by said person, firm or corporation in said Borough.
Within 20 days after adding or deleting any fire hydrant in said Borough, there shall be a statement filed with the Secretary of said Borough evidencing the location where said hydrant was added or deleted. The statement referred to in this section shall be required of any firm, person or corporation owning, operating or maintaining a fire hydrant in McKees Rocks Borough.
On or before May 1 of each year, each firm, person or corporation owning, operating or maintaining any fire hydrant in McKees Rocks Borough shall be required to test each of said hydrants for proper operation and shall, on or before said date, file a certificate with the Secretary of said Borough indicating the location of each hydrant tested, the type of test or tests performed thereon to determine operation, the results of said tests, and the opinion of the person filing said certificate as to whether or not said hydrant is operative.

Any person who violates or permits a violation of this article shall, upon conviction in a summary proceeding under the Pennsylvania Rules of Criminal Procedure, be guilty of a summary offense and shall be punishable by a fine of not less than $50 nor more than $1,000, plus court costs and reasonable attorneys' fees incurred by the Borough in the enforcement proceedings. Upon judgment against any person by summary conviction, or by proceedings by summons on default of the payment of the fine or penalty imposed and the costs, the defendant may be sentenced and committed to the Borough correctional facility for a period not exceeding 10 days or to the county correctional facility for a period not exceeding 30 days. Each fire hydrant failed to be tested, or the location of which is not reported as required by this article, shall be considered a separate offense. In addition to or in lieu of enforcement under this section, the Borough may enforce this article in equity in the Court of Common Pleas of Allegheny County.

A certain document, copies of which are on file in the office of the Borough Secretary of the Borough of McKees Rocks, Allegheny County, Pennsylvania, being marked and designated as "The International Fire Code, 2003 Edition, including Appendix Chapters," as published by the International Code Council, be and is hereby adopted as the Fire Code of the Borough of McKees Rocks, Commonwealth of Pennsylvania; for the control of buildings and structures as herein provided; and each and all of the regulations, provisions, penalties, conditions and terms of said International Fire Code, 2003 Edition, are hereby referred to, adopted and made a part hereof as if fully set out in this article, with the additions, insertions, deletions and changes, if any, prescribed in § 335-6.
The following sections of the International Fire Code, 2003 Edition, are revised as follows:

Section 101.1. Insert: Borough of McKees Rocks.
B. 
Section 109.3. Insert: Summary; $1,000; 30.
C. 
Section 111.4. Insert: $25; $1,000.
D. 
Section 108.3. Delete: Insert: The composition of the Board of Appeals shall consist of three persons, appointed by the President of the Borough Council of the Borough of McKees Rocks.
Nothing in this article or in the Fire Prevention Code hereby adopted shall be construed to affect any suit or proceeding impending in any court, or any rights acquired, or liability incurred, or any cause or causes of action acquired or existing, under any act ordinance hereby repealed; nor shall any just or legal right or remedy of any character be lost, impaired or affected by this article.
