No owner, owner of rental properties, agent of owner, real estate agent or broker, company, partnership, corporation, person or persons shall rent, transfer, grant, let, mortgage with right of occupancy, or otherwise dispose of the ownership or occupancy thereof any building located in the Borough of Englishtown and intended for human occupancy for any purpose, residential, commercial or otherwise, unless a certificate of occupancy, certifying that the building is in compliance with all ordinances of the Borough, has been granted. Said certificate shall be obtained regardless of whether or not the transfer is for consideration and regardless of whether the change in occupancy be temporary or permanent.

The Housing Officer shall cause to be prepared appropriate applications for such certificate of occupancy.
Upon receipt of the application, the certificate of occupancy shall be granted or denied within 10 days of the date of the application. If the certificate is denied, written notice of the reasons therefor shall be mailed to the applicant.
