Excavating work for the installation or repairs of service lateral from the sewer cleanout located at the edge of the roadway to the structure being serviced shall be done by the property owner or his agent. If the sewer cleanout cannot be located at the edge of the roadway, the edge of the roadway to the structure being serviced shall be the responsibility of the property owner.

No street shall be dug up, excavated or opened for the purpose of installing, repairing, or renewing any service pipe except by the Sewer Department.
For any renewal of sewer service between the main pipe to the cleanout located at the edge of the roadway, the owner shall be charged $800, to be paid to the Sewer Department at the time of the issuance of the renewal permit.
Excavation work and the furnishing and finishing and installation of the sewer lateral from the cleanout at the edge of the roadway to the structure being serviced shall be subject to the inspection and approval of the Sewer Department and/or Borough Plumbing Code Official.
