The Village of Deposit regularly receives statements from Village of Deposit vendors that contain discount incentives and/or late payment penalties if paid or not paid within specified time periods. The Village is unable to take advantage of such discounts, or avoid such penalties, as Village Board audits of vendor statements occur monthly. It is, therefore, the intent of the Village of Deposit to establish a preaudit payment procedure by this article.
There is hereby established a Preaudit Committee, which shall consist of the Village Mayor and Village Clerk-Treasurer or Deputy Village Clerk-Treasurer.

Upon receipt by the Village of Deposit of a vendor statement containing a discount or late payment penalty, the Preaudit Committee shall, in accordance with New York State Village Law § 5-524, meet and certify the statement for payment. Thereafter, the Village Clerk-Treasurer or the Deputy Village Clerk-Treasurer shall process the statement for payment. At the monthly Village Board meetings, all such statements so paid shall be certified to the Village Board that the preaudit review and payment has been made. The Village Board shall audit such preaudit payments.
