this chapter is applicable to any situation involving any disturbance to the terrain, topsoil or vegetative ground cover upon any property within the Town of North Smithfield after determination of applicability by the Building/Zoning Official or his or her designee based upon criteria outlined below. this chapter shall not apply to existing quarrying operations actively engaged in excavating rock. Compliance with the requirements as described herein shall not be construed to relieve the owner/applicant of any obligations to obtain necessary state or federal permits. Projects requiring review and approval from the Planning and/or Zoning Board shall receive final approvals from the appropriate board prior to commencement of any land disturbing activities as described above.
