An audit committee is hereby created, to consist of four members, three of which shall be voting members and one which shall be a nonvoting member. The three voting members shall be nominated by members of the city council and appointed by majority vote of the city council. One of the voting members shall be a resident of the city and demonstrate a professional background in accounting, banking, auditing finances, municipal finances or accounting, or budget preparation. The other two voting members shall each be a resident of the city , or an owner of a business located within the city . The nonvoting member shall be the city's finance director.

The term of each voting member of the audit committee shall run from October 1 through September 30. The term of the nonvoting member of the audit committee shall run from October 1 through September 30 and shall automatically renew each year unless action is taken to the contrary by a majority of the city council.

The purpose of the audit committee is to work with the city’s independent accountants and the city staff to provide for better financial management and reporting for the city.

The duties of the audit committee shall include the following:
(1) 
Discuss and review the annual audit;
(2) 
Review monthly financial reports of the city;
(3) 
Review the preliminary and adopted operating budget for the city;
(4) 
Meet with an external audit firm as available.

(a) 
Appointment, term, removal. The city council may, but is not required to, appoint, by majority vote of the full membership of the city council, a member of the city council to serve as a liaison for the committee. A councilmember appointed as liaison shall serve during his term of office unless sooner removed by majority vote of the full membership of the city council for any reason.
(b) 
Duties. The city council liaison shall have the duty of establishing and maintaining communications for mutual understanding and cooperation between the city council and the committee. The liaison is not a member of the committee but is a positive resource to support the committee in completion of its work. The liaison acts as a representative of the full council and, as such, has no authority to provide any direction or guidance to the committee other than direction or guidance that clearly represents the direction or guidance of the full council. Generally, the liaison shall not attempt to influence the work or recommendations of the committee. Specifically, the liaison shall not take part in the committee's deliberations or discussions unless (1) the commission requests the liaison's participation in a particular discussion (in this situation, as may be applicable, the liaison must expressly state that she or he is speaking for her or himself, not for the entire council); or (2) the liaison determines that he or she must speak up in order to remind the committee of council direction, city policies, or laws including the Open Public Meetings Act and the Public Records Act. The liaison shall work to ensure that the committee is only taking actions or doing work that is within the scope of the work determined or approved by the council. The liaison shall not take part in any votes or decision making of the committee. The councilmember liaison shall bring to the council any requests from the committee, such as the following: (A) questions about the committee's scope of work; (B) requests from the committee to change the scope of work; (C) requests for expenditures of city resources to further the committee's work; and (D) requests of the committee to place an item on the city council agenda. The councilmember liaison shall work to ensure that the council is regularly updated on the work of the committee.
