The 2021 edition of the International Building Code is hereby adopted as the official building code of the city, and is fully incorporated by reference as though copied into this division in its entirety. The material contained in such code shall not be included in the formal municipal codification of ordinances but shall be maintained as a public record in the office of the city secretary and will be available for public inspection and copying during regular business hours.

(a) 
No person shall move a building constructed off site, including, but not limited to, houses and storage buildings, into the city, out of the city or through the city, without first obtaining a moving permit from the city, except that no moving permit shall be required if the path of the movement is confined to state highways, the movement of the building has been permitted through the Texas Highway Department and the building will not be located within the city limits. In addition, no moving permit shall be required if the building does not exceed ten feet in width, 45 feet in length and 13 feet six inches in height when loaded on a transporting vehicle.
(b) 
A person who is required to obtain a moving permit under this section must file with the city a completed application for a moving permit on the application form issued by the city which shall set forth the dimensions of the building when loaded on a transporting vehicle, and, if the building is to be located on a lot within the city limits, shall include a site plan depicting the building's location on the lot with the street, rear and side yard setbacks identified thereon. No moving permit shall be issued unless the site plan affirmatively shows that the lot is platted and all applicable setback requirements have been met.
(c) 
No building located in the city pursuant to a building permit issued under this section shall be occupied unless the building meets all applicable code requirements of the city and unless the building been inspected by the city for compliance therewith.
(d) 
A moving permit issued under this section shall be required in addition to permits for building, electrical, plumbing, mechanical and any other permits that may apply.
