A. 
The Amesbury Traffic and Transportation Commission shall consist of seven members appointed as follows:
(1) 
Four members appointed by the City Council. Of these four members, one shall be a member of the City Council, one shall be a representative of the Amesbury Police Department, one shall be a representative of the Amesbury Department of Public Works, and one shall be a representative of the Amesbury Fire Department.
(2) 
Three members appointed by the Mayor. Two of these members shall be representatives of the general public, and one of these members shall be an appointee chosen at the Mayor's discretion. These members shall be appointed in accordance with Section 2-3 of the Amesbury Home Rule Charter.
B. 
The members of the Amesbury Traffic and Transportation Commission shall serve three-year terms arranged as defined by the Amesbury Home Rule Charter, Section 9-5(a).
C. 
The Amesbury Traffic and Transportation Commission shall be subject to all provisions of the Amesbury Home Rule Charter with specific attention to Section 9-5, and to all state statutes and City ordinances and regulations which deal with boards, committees, and commissions and the activities related thereto.
It shall be the responsibility of the Amesbury Traffic and Transportation Commission to adopt regulations for the safe and efficient movement of traffic of all types and configurations throughout the City of Amesbury. The Traffic and Transportation Commission shall regularly update and publish the Code of Traffic Regulations for said City.
A. 
The authority to order traffic and transportation alterations of all forms consistent with Massachusetts General Laws Chapter 90 and the Amesbury Traffic and Parking Code as well as any other duties prescribed to it by the Municipal Council, bylaws and ordinances of the City of Amesbury, by administrative order from the office of Mayor of the City of Amesbury, or by regulation by any other authority having competent jurisdiction.
B. 
The power to review all plans for the improvement to any and all roadways and highways in the City of Amesbury prior to final design and shall make written recommendations to the appropriate authorities. Said recommendations shall be binding and shall be incorporated into the final designs and implemented.
The periodic review and update of the traffic and parking element of the Master Plan of the City of Amesbury and make recommendations and/or revisions. Said revisions shall identify obsolete or inadequate roadways, record all alterations, define necessary improvements and additions to the roadways to facilitate local and regional traffic demands. The Commission shall also assess the impact of traffic flow volumes, patterns, and levels of service resulting from new project development.
The Commission shall be responsible for the approval of all signage relating to traffic controls within the City including but not limited to regulatory signs, informational signs, directional and cautionary signs.[1]
