No person shall conduct, maintain, or operate a business for
the sale of live poultry or engage in the business of slaughtering
and preparing poultry for sale without a license. Such license may
be issued by this Board upon written application therefor and the
payment of a fee of $25.
The following rules and regulations shall be strictly adhered
to in all live poultry markets and poultry slaughterhouses:
A. Before a license is granted, the applicant shall submit to this Board
his application for the license, together with a description stating
location and character of the building wherein he expects to conduct
such live poultry market or poultry slaughterhouse, and in said application
shall also state what building or buildings, if any, are located within
a distance of 50 feet on each side of his premises.
B. All places used for keeping, slaughtering, dressing, plucking, or
marketing of poultry shall be above the natural surface of the ground.
C. All live poultry markets and poultry slaughterhouses shall be entirely
enclosed with floor, sidewalls, and ceiling.
D. The floors thereof shall be paved with a material impervious to moisture
and shall be properly sloped to proper bell-trapped connections directly
connected with the sanitary sewer. The walls of the room in which
poultry is kept and the room where slaughtering is actually carried
on shall be covered to a height of at least six feet with a smooth
moisture-proof material and the balance of the walls and ceiling shall
be finished with a smooth washable surface. Neither plucking nor cleaning
shall be permitted in the room used for slaughtering.
E. Watertight metal receptacles having tightly fitted covers shall be
provided, and all feathers, entrails and refuse removed in the process
of plucking shall be immediately put into said receptacles and removed
daily by a regularly licensed collector.
F. All rooms shall be ventilated directly to the outside air and shall
not open into any ventilating shaft whatsoever.
G. All live poultry kept on the licensed premises shall be confined
in metal-framed coops, all of which shall be No. 8 gauge of uniform
size and have a removable bottom of sheet metal for each tier or section.
Said coops shall be cleaned thoroughly each day.
H. All stands, counters, etc., shall be of material impervious to moisture.
I. All coops, stands, etc., shall be raised at least eight inches above
the floor to allow for sweeping or washing. A plentiful supply of
running hot water shall be available and used.
J. Stands and counters shall be arranged so as to allow ample passageway
for the public.
K. All parts of such poultry markets and slaughterhouses shall be kept
in a sanitary condition at all times.
