Except as allowed by special permit issued by the Mayor, it shall be unlawful for any person to enter, walk, be, loiter, lounge or sleep upon the beaches of the City of Atlantic City between the inland side of said beaches and the waterline of the same between the hours of 10:00 p.m. and 6:00 a.m. of any twenty-four-hour day.[1]
