A. 
Establishment of a Department. There is hereby established a Department of Public Works in Cecil Township.
B. 
Responsibility; jurisdiction. The Department of Public Works of Cecil Township shall have general charge of and responsibility for the streets, storm sewers, Township parks, and all real property of the Township.
A. 
Director of Public Works. The Board of Supervisors shall appoint a Director of Public Works. The Director of Public Works shall report directly to the Township Manager.
B. 
Duties. The specific duties of the Director of Public Works shall be established from time to time by the Board of Supervisors. Subject to amendment or resolution, the general powers and duties of the Director shall be:
(1) 
Coordinate all public works maintenance and construction;
(2) 
Confer with the Township Manager on operational budgetary, personnel, equipment, and other administrative needs;
(3) 
Coordinate all public rights-of-way with the Township Engineer or Zoning Officer and private contractors and utilities;
(4) 
Supervise the work of crew foremen, crewmen and equipment operators and temporary help in street maintenance and construction, street cleaning, leaf removal, snow and ice control, sanitary and stormwater sewer systems maintenance and construction, and the maintenance of parks, municipal buildings and grounds and equipment;
(5) 
Perform such other related duties as from time to time may be designated to him by the Township Manager; and
(6) 
Supervise the Deputy Director.
C. 
Qualifications. The Director of Public Works shall fulfill the qualifications as may be established, from time to time, by the Board of Supervisors and shall devote his/her entire time and attention to the duties of his/her office.
D. 
Compensation. The salary for Director of Public Works shall be fixed by the Board of Supervisors.
E. 
Deputy Director of Public Works. The Board of Supervisors hereby establishes the position of Deputy Director of Public Works. The Deputy shall work under the supervision of the Director of Public Works. The Board of Supervisors is responsible for hiring the Deputy Director of Public Works.
F. 
Duties. The specific duties of the Deputy Director of Public Works shall be established from time to time by the Board of Supervisors. Subject to amendment or resolution, the general powers and duties of the Deputy Director shall be:
(1) 
Review and approve construction work being performed by a utility company or its contractor(s) within the Township right-of-way;
(2) 
Manage the PA One-Call System throughout the Township;
(3) 
Prepare road occupancy permits, establish appropriate fees and monitor the progress of work;
(4) 
Ensure that the maintenance and protection of traffic through the work zone is in accordance with established guidelines and that the motoring public is not adversely affected by the work; and
(5) 
Perform all duties required of the Director of Public Works in his/her absence.
G. 
Qualifications. The Deputy Director of Public Works shall fulfill the qualifications as may be established from time to time by the Board of Supervisors and shall devote his/her entire time and attention to the duties of his/her office.
H. 
Compensation. The salary for Deputy Director of Public Works shall be fixed by the Board of Supervisors.
