The following are hereby established as unmetered parking zones of the Town of Bloomsburg. The zones shall have no meters, and signage shall be erected designating the zones.
A. 
(Reserved)
B. 
Zone B: Lightstreet Road/North Street: West side of North Street from East First Street to Ridge Avenue; east side of North Street from East First Street to Lightstreet Road; and north side of Lightstreet Road from North Street to Penn Street. Exception: Mondays through Fridays from 7:00 a.m. to 7:00 p.m.
C. 
Zone C: Diner Lot: Nonmetered, Zone Permit parking spaces within the Diner Lot, including the nonposted spaces on the south side of Ridge Avenue, located at the northern side of East Main Street west of North Street and south of Ridge Avenue.
D. 
Zone D: East Pine Avenue Lot: Nonmetered, Zone Permit parking spaces within the East Pine Avenue Lot located on the north side of Pine Avenue east of Iron Street.
E. 
Zone E: Pine Avenue Lot: Nonmetered, Zone Permit parking spaces located on the south side of Pine Avenue west of Iron Street to Miller Avenue, north of East Third Street.
F. 
Zone F: Employee Lot: All spaces, unless otherwise marked, in a lot of land located between the west side of Miller Avenue, the south side of East Third Street, and the east side of Center Street.
G. 
Zone G: Library Lot: Nonmetered, Zone Permit parking spaces within the Library Lot, located on the north side of Pine Avenue west of Whiteman Avenue.
H. 
Zone H: North Market Street: Nonmetered, Zone Permit parking spaces on the east and west sides of North Market Street between West Ridge Avenue and West First Street.
I. 
Zone I: West Pine Avenue Lot: Nonmetered, Zone Permit parking spaces with the West Pine Avenue Lot located on West Pine Avenue on the west side of Murray Avenue west to Jefferson Street.
J. 
Zone J: Hoppes Lot: Nonmetered, Zone Permit parking spaces within the Hoppes Lot located at the north side of West Main Street between West Street and Oyer Avenue.

Lines and/or markings shall be painted or placed upon the parking zones hereby establishing the parking spaces in which each vehicle shall park. It shall be unlawful and a violation of this Section for any person to park any vehicle:
A. 
Across any such lines or markings;
B. 
In such a position that such vehicle shall not be within the area so designated by such lines or markings; or
C. 
In any place not designated as parking spaces in the zone.

The unmetered parking zone hereby established is hereby declared to be for the use of private passenger vehicles only, and it shall be unlawful and a violation of this Section for any person to park in any such lot, any bus, truck, tractor, trailer, tractor-trailer, or commercial vehicle or any kind or nature.

Parking by permit placard shall be permitted in the unmetered parking zones established in § 15-601 between the hours of 10:00 a.m. and 5:00 p.m., Monday through Saturday.

It shall be unlawful and a violation of this Part for any person to park any private passenger vehicle in the above zones without a proper, valid permit placard displayed thereon issued by the Town of Bloomsburg.

Upon approval by the Town Council, the Town of Bloomsburg may erect a reserved handicap space as close as possible to the residence of a person with a disability or who is a severely disabled veteran who has applied for a reserved handicap space. A fee to be determined by Council from time to time will be required at the time of application. Reserved handicapped parking spaces will include the license plate number of the handicapped person's designated car.
2. 
In all other public parking areas where signs are posted with the designated international symbol for access for persons with disabilities, only those with handicapped registration plate, handicapped parking placard, disabled veteran registration, or a disabled veteran placard shall be permitted to park in those handicap spaces:

The list of approved handicap spaces may be updated by a resolution of the Bloomsburg Town Council from time to time.
4. 
Any person violating this section shall pay at the office of the Chief of Police the sum of $50 within 20 days of the date of the violation. If the sum of $50 is not paid within 20 days of the date of the violation, a citation shall be filed in the Office of the Magisterial District Court, and upon conviction, the violator shall be sentenced to pay a fine of $50 plus costs of prosecution.

The West side of Center Street from Fifth Street to Fourth Street is hereby designated as a two-hour parking area. It shall be unlawful for any person to park a vehicle or allow the same to be parked for longer than two hours in this area at any time between the hours of 8:00 a.m. and 5:00 p.m., Monday through Friday.

Two spaces (one on east side and one on west side) on Park Street shall be designated as one-hour parking spaces for business parking for the Park Street Chiropractic office.

Any person violating any provision of this Part shall pay to the office of the Chief of Police the sum of $40 within 20 days of the date of the violation. If the sum of $40 is not paid within 20 days of the date of the violation, a citation shall be filed in the Office of the Magisterial District Court and upon conviction, such person shall be sentenced to pay a fine of $50, plus costs of prosecution, or in default of payment, to imprisonment for one day for each $10 of the unpaid balance.
