No
officer or employee of the town shall in an official capacity make
or pass upon or participate in making or passing upon, any sale, contract
or agreement or the terms or amount of any payment in which the town
is interested and in which such officer has any personal financial
interests, direct or indirect, unless such participation
is authorized in accordance with the provisions of MGL Chapter 268A,
Section 19. (Article VI, § 1; MGL c. 268A)
