Any not-for-profit group with a 501(c)(3) status whose primary mission is animal welfare.
A cat that is abandoned, stray, lost, or feral and cared for by a community cat colony caretaker pursuant to this Part.
A group of abandoned, stray, or feral cats that live more or less together as a unit and are managed by a community cat colony caretaker. Although not every cat in a colony may be feral, any nonferal cats that congregate with the colony shall be deemed to be a part of it.
A person who provides food, water, or shelter to, and otherwise cares for, a feral cat colony while not being considered the owner, harborer, controller or keeper of a community cat.
Straight-line cutting of the tip of the left ear of a cat while the cat is anesthetized to indicate that the animal has been spayed or neutered, and lawfully vaccinated for rabies.
A cat that is not socialized and has no owner.
The process of humanely trapping, sterilizing, vaccinating for rabies, eartipping, and returning feral cats to their original location.

All cats shall be vaccinated against rabies by a licensed veterinarian in accordance with the recommendations for immunization published by the National Association of State Public Health Veterinarians; provided, that a cat may be exempted from this requirement upon presentation of a veterinarian’s certificate stating that because of infirmity or other physical condition, the inoculation of such cat is not medically appropriate.

The owner must identify the cat or cats with an identification collar, tag, or microchip (electronic animal identification device–EAID) that clearly and legibly states the cat owner’s name, and contact information.
2.
No person or resident shall own, harbor or maintain a nondomestic feline or hybrid within the Township limits.
3.
Owners are strongly encouraged to keep cats indoors or in an outside enclosure.
4.
Cats permitted to run free outside the residence must be spayed or neutered.

It shall be unlawful for any owner of a cat to permit or to allow such cat in the Township to become a nuisance. Acts of nuisance as previously defined, including digging into flower beds, lawns, sand boxes, gardens or damaging shrubbery, trees, lawns, on personal property not belonging to the owner of the cat.

It shall be unlawful to abandon a cat or kittens.

Any cat creating a nuisance as defined in §2-101 may be captured. Notice of the capture, either personally or by phone, shall be given to the person identified on the collar, tag or microchip (EAID). An animal so detained and not reclaimed following this notice shall be transported to the Humane Society of Lebanon County, or other animal welfare group, where the owner may retrieve it according to the policies in place at that agency.

It shall be unlawful for any person not performing the duties of a community cat colony caretaker to feed colonies of free roaming, abandoned or feral cats, if such feeding causes a nuisance to neighbors or creates a condition contrary to the health, safety and welfare of the community.

Any person who chooses to become a community cat colony caretaker must assume any costs for a humane trap, neuter and return (TNR) program of a recognized animal welfare group. Such a program must include spaying/neutering, immunization from rabies, “eartipping” the cat’s left ear, and returning the cat to the general vicinity in which it was trapped unless veterinary care is required. At the Township’s request, caretakers shall provide proof that they have followed these practices.
