The regulations of the Neighborhood Commercial District are designed to provide basic convenience commercial goods and services to local residents who live in the existing residential areas of the Borough. Uses have been limited to those that residents are likely to need on a daily or regular basis. Overall, retail size has been restricted to prevent the establishment of intensive commercial uses that exceed the local orientation of this district. These districts have been sized to permit a grouping of several businesses; lot sizes may vary depending upon the use of public utilities. Numerous protective requirements have been imposed to protect adjoining land uses.

1. 
Stores for the commercial retailing of food, clothing, drugs, confectionery, hardware, sporting goods, household appliances, flowers, etc.
2. 
Personal services shops including barbershops, beauty parlors, tailors, shoe repair, dry cleaning (excluding dry cleaning plants), laundromats, florists, etc.
3. 
Banks, savings and loan, and finance agencies.
4. 
Sit-down restaurants, tearooms, cafes, and other places serving food and drink, but not including drive-in, drive-through, or fast-food restaurants.
5. 
Business and professional offices.
6. 
Medical and/or dental offices or clinics and associated pharmacies.
7. 
Hotels, motels, and boarding houses.
8. 
Guest homes, subject to the conditions listed in §14-2610 of this Chapter.
9. 
Day care centers, subject to the conditions specified in §14-2609 of this Chapter.
10. 
Customary accessory uses and buildings incidental to any of the above permitted uses as provided for in Article 22 of this Chapter.
11. 
Forestry activities, subject to the conditions listed in §14-2220 of this Chapter.

In order for any of the above listed uses to be permitted, they must be nonobjectionable in terms of smoke or dust emission, odors, noise, heat, vibration, visual impact, or glare, and shall not be injurious or have an adverse effect on adjacent areas or the Borough as a whole. Should the Zoning Officer require additional information in order to make a determination concerning the above-mentioned dangers, the applicant shall provide said information to the Zoning Officer as part of the permit application. Furthermore, since the Neighborhood Commercial District is located in close proximity to residential areas, all construction and remodeling in the district shall be designed to fit harmoniously with these residential uses, and shall include environmental improvements (landscaping) as required by Article 23 of this Chapter.

A lot width, lot area, lot coverage, yard setback, and building height requirement of not less than the dimensions shown in the following table, unless otherwise specified heretofore in this Section, or §§14-1402, 14-1403, or elsewhere in this Chapter, shall be provided for every principal nonresidential building or use erected, altered, or established in this district.

Where a side or rear yard adjoins a residential district, said yard(s) shall be no less than 50 feet in width and shall be designated as buffer yards and landscaped in accordance with Article 23 of this Chapter.
C. 
No building shall exceed 2 1/2 stories or 35 feet in height, which ever is less, unless authorized as a special exception by the Zoning Hearing Board.

Off-street parking and loading shall be provided for in accordance with Article 24 of this Chapter.
