(A)
Words and phrases, when used in the Traffic Code of the City of Meadville, shall have the meanings ascribed to them in the Vehicle Code of Pennsylvania, as now in force, or as hereafter amended, enacted or re-enacted, except where the context clearly indicates a different meaning.
(B)
The term “legal holidays” as used in the Traffic Code of the City of Meadville shall mean and include: New Year’s Day, Martin Luther King Day, Presidents’ Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, Christmas Day.
(C)
The term “vehicle code” shall mean the Vehicle Code of Pennsylvania, 75 Pa. C.S. Section 101 et seq.
(D)
The term “peace officer” shall mean and include any City of Meadville police officer and any other persons expressly authorized by the city manager or chief of police to enforce traffic or parking regulations of the City of Meadville.
(E)
The term “highway” shall include street or way and vice versa.

In this article, the singular shall include the plural, the plural shall include the singular, and the masculine shall include the feminine and the neuter.
