The provisions of this chapter are intended to establish a procedure,
based upon traffic engineering investigation and the
Vehicle Code
of the state, for designating certain roadways as one-way roadways.

Pursuant to the provisions of the
Vehicle Code of the state,
and the authority granted to the city to regulate traffic upon its
roadways, the city council may, by resolution, determine upon the
basis of a traffic engineering investigation that it is appropriate
or necessary to designate a particular roadway, part thereof, or specific
lanes upon which vehicular traffic shall proceed in one direction
at all times, or at such times as shall be indicated by official traffic-
control devices. When a roadway has been so designated, the city manager
shall cause to be erected appropriate traffic-control devices indicating
the direction of traffic at each roadway intersecting such one-way
roadway and upon such roadway or portion thereof as shall be appropriate.

Whenever a roadway or portion thereof has been designated a
one-way roadway and appropriate traffic-control devices have been
erected indicating the direction of traffic, thereafter a vehicle
shall be driven along said roadway only in the direction designated
at all or such times as shall be indicated by traffic-control devices.
