Any peace officer or any regularly employed and salaried city employee who is engaged in directing traffic or enforcing parking laws and regulations is authorized and empowered to impound and remove a vehicle from a highway or public lands located within the city as provided in Section 22651 of the Vehicle Code of the state.

Any peace officer or any regularly employed and salaried city employee who is engaged in directing traffic or enforcing parking laws and regulations is authorized and empowered, in addition to or as an alternate to removal, to immobilize a vehicle on a highway with a device designed and manufactured for the immobilization of vehicles as provided in Section 22651.7 of the Vehicle Code of the state. The fee to be charged for removal of immobilization device shall be established pursuant to Chapter 3.28 of this code.
