It is found, determined and declared pursuant to Section 33101 of the Health and Safety Code of the state that there is a need for the redevelopment agency created by Section 33100 of said code to function in the city, and said agency is authorized to transact business and exercise its powers under the Community Redevelopment Law of the state (Health and Safety Code Sections 33000 et seq.).

Pursuant to the provisions of Section 33200 of the Health and Safety Code, the city council hereby declares itself to be said agency, and all the functions, rights, powers, duties, privileges and immunities vested by the Community Redevelopment Law in said agency shall be, and they are, vested in the city council.
