The purpose of this chapter is to provide for regulating and licensing the sale at retail of weapons or firearms capable of being concealed upon the person, pursuant to Penal Code Section 12071.

A.
In addition to other licenses and regulations provided for by this code, a license is required to sell at retail within the city pistols, revolvers and other firearms or weapons capable of being concealed upon the person. This license shall be in addition to any business license required by the city.
B.
The city manager shall be the licensing authority for the city, responsible for accepting applications and granting licenses under the provisions of California Penal Code, Section 12071. The city manager shall collect an annual license fee of fifty dollars for each license issued pursuant to Penal Code, Section 12071. License fees collected under this section shall be deposited in the city general fund.
