(a)
The city council may allow signs to vary from the size, location or construction requirements of this article.
(b)
An administrative fee as listed in the fee schedule in appendix A of this code shall be charged to all applicants requesting a variance from this article. Nonprofit organizations shall be exempt from the administrative fee when requesting a variance.
(c)
Any sign constructed or which may be hereafter constructed, pursuant to any variance heretofore authorized, shall be considered a sign conforming to the provisions of this article.
