(a) 
It shall be unlawful for any person to consume any alcoholic beverage upon or in any public street, alley, or public thoroughfare, or in any public park, or any ball park, or in any parking area designed for use by the general public in connection with drive-in cafes, restaurants, or eating places.
(b) 
The term "alcoholic beverage" shall mean alcohol and any beverage containing more than one-half of one percent of alcohol by volume which is capable of use for beverage purposes, either alone or when diluted.
(c) 
Violation of this section shall constitute a misdemeanor, and any person convicted of such misdemeanor shall be punished by a fine in accordance with the general penalty provision found in section 1.01.009 of this code.
