This article is and shall be for the safety and protection of all motorists and pedestrians within the city and all of the provisions hereof shall be construed for the accomplishment of that purpose.

It shall be the duty of the chief of police to set and have charge of all traffic regulations, controls and devices within the city, except as set out in this article.

Any person violating any section of this article shall be deemed guilty of a misdemeanor and upon conviction shall be fined in accordance with the general penalty provision found in section 1.01.009 of this code.

Except as otherwise provided in this article, it shall be unlawful for any person to drive a vehicle upon any street or highway in the city at a rate of speed greater than thirty (30) miles per hour.

Speed regulations in the city shall be as adopted and amended by the city council from time to time. A listing of these speed regulations shall be maintained on file in the office of the city administrator-secretary and such regulations are specifically saved from repeal.

(a) 
Prohibition.
It shall be unlawful for any driver to intentionally and knowingly accelerate, while operating a motor vehicle, resulting in the sudden acceleration of speed with the intention of drawing the attention of any person, including pedestrians and other persons operating motor vehicles. The exhibition does not have to necessarily constitute "speeding", which is defined as exceeding the posted speed limit, but the act was solely committed for attention and display. This act of acceleration may include the spinning or screeching of tires, often described as "burning out" or "peeling out".
(b) 
Penalty.
Any person violating any provision of this section shall be deemed guilty of an offense, and upon conviction shall be punished by a fine not to exceed $200.00 (two hundred dollars).

It shall be unlawful for any authorized emergency vehicle to travel at a rate of speed greater than that speed reasonable and prudent considering the location, driving conditions and the nature of the emergency.

(a) 
College Street.
(1) 
All traffic shall proceed in one direction, from north to south, on College Street between Broadway and North Front Street.
(2) 
It shall be unlawful for any person to enter College Street from North Front Street. It shall be unlawful for any person to enter College Street from West St. Anna and proceed north.
(3) 
Any person who shall violate any of the provisions of this subsection shall be deemed guilty of a misdemeanor and upon conviction thereof shall be punished by a fine in accordance with the general penalty provision found in section 1.01.009 of this code.
(b) 
Alleys.
(1) 
It shall be unlawful for any person to drive and operate a motor vehicle in a southerly direction over and along the north-south alley in Block 41, Original Townsite of Stanton, Texas, from St. Anna Street, and thence to said alleys intersecting with the east-west alley in said Block 41, Original Townsite of the City of Stanton, Texas; and, further, it shall be unlawful for any person to drive and operate a motor vehicle in an eastwardly direction over and along the east-west alley in Block 41, Original Townsite of Stanton, Texas, from said east-west alley at its intersection of the said north-south alley, and thence to St. Mary Street.
(2) 
The city administrator-secretary shall cause to be erected proper signs to direct and control the traffic direction on said alleys.
(3) 
The term "motor vehicle", as used in this section, is hereby defined as automobiles, pick-ups, trucks and motorcycles.
(4) 
The north-south alleyway of Block Forty (40), Original Town, shall be designated one-way traffic southbound.

It shall be unlawful for any person to drive and operate a motor vehicle in and upon the runways of Stanton Municipal Airport. Provided, however, emergency vehicles while attending emergencies and authorized maintenance vehicles performing maintenance are excepted from this section.

Whenever a person is cited to appear before the municipal court of the city for not having in his immediate possession evidence of liability insurance as required by Texas Safety Responsibility Act, and such person presents to the court evidence he did in fact have such insurance, then in that event, the judge of the municipal court is hereby authorized to charge a dismissal fee in the amount established by the city.

(a) 
It shall be unlawful for any person to make a U-turn on Broadway Street between the intersection of College Street and north-south alley in Block Six, High School Addition in the city.
(b) 
Any person found guilty in violation of this section shall be fined in accordance with the general penalty provision found in section 1.01.009 of this code.
(c) 
Proper signs shall be erected to notify the public of this section.

(a) 
Operation of vehicles regulated.
(1) 
Stop at intersection with St. Peter Street.
It shall be unlawful for any person, persons, firm, association of persons, company or agents of corporations to drive a motor vehicle or any kind of vehicle, whether driven by motor or horse power, to drive across or to pass from one side to the other of North Front Street, when approaching same on St. Peter Street, without first slowing down to a full stop where all stop signs are placed.
(2) 
U-turns.
It shall also be unlawful when driving on St. Peter Street and approaching North Front Street to make a U-turn on North Front Street, and it shall also be unlawful to make a U-turn on North Front Street at the intersection of North Front and St. Peter Streets.
(b) 
Penalty.
Any violation of this section by any person upon conviction shall be deemed guilty of a misdemeanor and shall be punished by a fine in accordance with the general penalty provision found in section 1.01.009 of this code.

(a) 
Beaugard Street from Front Street north to the city limits is a "through" street. All traffic moving east or west on streets that cross North Beaugard (St. Anna, Broadway, School and Carpenter) shall stop and yield the right-of-way to any approaching traffic on North Beaugard, before crossing or turning onto North Beaugard. The city administrator-secretary shall see that appropriate signs are placed at said intersections.
(b) 
Any person violating any of the provisions of this section shall be guilty of a misdemeanor, and upon conviction thereof shall be fined in any sum not exceeding five hundred dollars ($500.00).
