The sewer system within the Borough of Myerstown shall not be extended nor shall the Borough or the Myerstown Sewer Authority accept any extensions as its property or as a lessee unless and until such person constructing and extending the sewer system has entered into a contract with the Borough of Myerstown and said contract has been approved by the Council of the Borough of Myerstown.
