§ 13-17 Angle parking.

Vehicles parked on the following streets must park against the curb, headed in and at an angle, as marked on the pavement or otherwise designated:

§ 13-18 Loading and unloading zones.

The following areas in the central business district (CBD) zone are hereby established as zones for the actively conducting unloading and delivery of materials, merchandise, and supplies to and the removal of the same from properties in the CBD. During the hours of 6:00 a.m. to 6:00 p.m., loading zones are to be utilized solely by commercial vehicles which for the purposes of this section of the Town Code are defined as vehicles displaying commercial license plates or a vehicle displaying the name or designation of the vehicle or company owning/operating the vehicle or affixed to the vehicle in visible clear exterior signage or letters. Except for Sundays and federal holidays, during which loading and unloading is prohibited, such persons operating a commercial vehicle may leave standing a vehicle in a designated loading zone only for the time it takes to unload/load materials, but in no event shall such persons load or unload a commercial vehicle for any time longer than 15 consecutive minutes. Subject to all other applicable provisions of this chapter and state law, parking is permitted in the following loading and unloading zones outside of the hours of 6:00 a.m. and 6:00 p.m. Additional zones may be created from time to time by ordinance or resolution of the Town Council.

(a) East side of Elm Street beginning at a point 68 feet south of the southerly curbline of Quimby Street and extending to a point 60 feet southerly thereof.

(b) Northeast side of Elm Street northwest of East Broad Street and 10 feet southeast of fire hydrant for a length of approximately 47 feet.

(c) Northeast side of Prospect Street 35 feet northwest of East Broad Street for a length of approximately 65 feet.

(d) Southeast side of East Broad Street in front of the premises known as 120-130 East Broad Street for a length of approximately 43 feet.

(e) Northwest side of Quimby Street, beginning at a point 100 feet northeast of the northeasterly curbline of Elm Street and extending to a point 45 feet northeasterly therefrom.

(f) North side of Park Street from 50 feet west of the westerly curbline of Central Avenue to 100 feet west of the westerly curbline of Central Avenue.

(g) East side of Central Avenue, beginning at a point 76 feet southeast from the intersection of East Broad Street and continuing south for a distance of 60.5 feet.

(h) The westerly side of Summit Avenue beginning at a point 25 feet southerly from its intersection with the southerly side line of South Avenue and extending southerly 75 feet.

(i) South side of South Avenue from a point 174 feet easterly from the easterly side of Summit Avenue for a distance of 50 feet in an easterly direction.

(j) Northwest side of Trinity Place from a point 25 feet distant from its intersection with Dorian Road for a distance of 40 feet.

(k) North side of Park Street from 50 feet west of the westerly curbline of Central Avenue to 100 feet west of the westerly curbline of Central Avenue.

(l) Northeast side of Prospect Street beginning 10 feet north of the fire hydrant for a length of approximately 55 feet.

(m) Southeast side of Lenox Avenue, beginning at a point 220 feet northeast of the easterly curbline of Central Avenue and extending to a point 45 feet northeasterly therefrom.

(n) West side of Elm Street, from a point 65 feet distant from its intersection with North Avenue for a distance of 24 feet northwestly therefrom, but only from May 1 to November 1 of each year.

§ 13-19 Bus stops.

Bus stops are hereby established at the following locations for the area outlined in yellow paint on the pavement or otherwise clearly designated by signs. Additional bus stops may be established from time to time by ordinance or resolution of the Town Council.

The locations described are hereby designated as bus stops. No vehicle other than an omnibus, picking up or discharging passengers, shall be permitted to occupy said location between the hours indicated.

§ 13-19.1 Parking prohibited — Regulations not exclusive.

The provisions of this article imposing a time limit on parking shall not relieve any person of the duty towards other and more restricted provisions, prohibiting or limiting the stopping, standing or parking of vehicles as set forth in Section 39:4-138 of the Revised Statutes or any other New Jersey Statute or as hereinafter provided.

§ 13-21.1 On-street parking of buses, trucks or trailers.

No person shall park any truck, bus or trailer in or upon any street within the Town between the hours of 9:00 p.m. and 6:00 a.m. and, in addition, no person shall park any truck, bus or trailer in or upon any street within a residential zone within the Town between the hours of 6:00 a.m. and 9:00 p.m. unless such truck, bus or trailer is in active use at the residential site. A truck for purposes of this ordinance shall be not less than 6,000 pounds with a commercial license. For purposes of this section, active use in the case of trucks and trailers shall mean there are workmen at the residential site who need the truck or trailer for transportation or to hold supplies that are needed for work being done at the residential site. Active use for a bus shall mean the bus has brought people to the residential site and is waiting to take them from the residential site when the activity they are attending is concluded.

§ 13-21.3 Handicapped parking.

(a) Definitions. As used in this section, the following terms shall have the meanings indicated:

HANDICAPPED PARKING SPACE

A parking space within a parking yard or parking places which are open to the public or to which the public is invited whether maintained or operated separately or in conjunction with any business or enterprise and which is designated by suitable signs as being reserved for parking by handicapped persons only and which has been approved by the Chief of Police of the Town of Westfield to be so designated.

PHYSICALLY HANDICAPPED PERSON

Any person who has been issued special vehicle identification by the Division of Motor Vehicles pursuant to N.J.S.A. 39:4-205 when using a motor vehicle properly identified pursuant to N.J.S.A. 39:4-206 by a registration plate bearing the national wheelchair symbol or a temporarily handicapped placard issued by the Chief of Police.

(b) It shall be unlawful for any person to park, stop or attend a motor vehicle in a handicapped parking space unless such person is physically handicapped as defined above.

(c) This section shall be enforced by the Police Department who may issue a summons or place a notice on a vehicle parked in a handicapped parking space notifying the operator thereof that a summons will be issued if the operator does not, within 48 hours, present a satisfactory explanation to the Westfield Police Department as to why the motor vehicle was occupying a handicapped parking space. Said satisfactory explanation must meet the requirements of N.J.S.A. 39:4-205 et seq., and any amendments thereto.

§ 13-21.4 Handicapped parking space.
