It is the purpose and intent of this chapter to provide for a single document setting forth all fees for licenses, permits and other charges imposed and collected by the city.

The city council shall from time to time establish those fees for licenses, permits and charges as directed by ordinances duly adopted, and to be adopted, by the passage of a resolution.
