(a) 
Seek appropriate private, state, and federal funding for various programs related to the development and preservation of shade trees, the development and promotion of various environmental projects, and related beautification projects.
(b) 
Develop a shade tree inventory.
(c) 
Develop a resource file with specific species and suggestions for proper location and planting.
(d) 
Provide recommendations to the Planning Department and the Mayor and Council regarding the establishment of rules and regulations providing for the maintenance, management, removal, and protection of shade trees and other natural resources.
(e) 
Provide assistance to the Parks and Recreation Coordinator, Department of Planning and Economic Development, the Department of Code Enforcement and the Penn Hills Manager on related issues.
(f) 
Promote educational programs and citizen participation possibilities in relation to shade tree promotion and similar environmental beautification efforts.

(a) 
The Shade Tree Commission shall consist of seven members appointed by the Mayor and Council. The Shade Tree Commission shall adopt its own operating procedures consistent with established guidelines. The Commission shall report whenever deemed appropriate to the Mayor and Council but at least annually.
(b) 
Now, therefore be it ordained that a Penn Hills Shade Tree Commission is hereby established consisting of seven members appointed for terms established by the Mayor and Council, that this committee shall serve without compensation, and shall develop their own rules of procedure consistent with established guidelines. The names and terms of the original Commission members shall be:
(1) 
One member for a three-year term.
(2) 
One member for a three-year term.
(3) 
One member for a two-year term.
(4) 
One member for a two-year term.
(5) 
One member for a one-year term.
(6) 
One member for a one-year term.
(7) 
One member for a one-year term.
