The town council shall meet regularly on the first and third Wednesdays of each month. All meetings of the town council shall be open and public, except for the executive sessions.

A. 
Special meetings may be called by the majority of the qualified members of the governing body, or by the presiding officer of the governing body.
B. 
Notice of the special meeting shall be provided to each member of the governing body and to each newspaper of general circulation, radio or television station requesting the notice. The notice shall specify the time and place of the special meeting and the business to be transacted.
C. 
No other business shall be considered at a special meeting.

The mayor shall:
A. 
Preside at all meetings of the governing body, and in his or her absence a councilperson shall be appointed to act as mayor pro tem;
B. 
Have superintending control of all officers and affairs of the town;
C. 
Take care that the ordinances and laws are complied with;
D. 
Administer oaths;
E. 
Sign commissions and appointments and all bonds, contracts and other obligations required to be signed in the name of the town;
F. 
Have one vote on all matters coming before the governing body upon which a vote is taken, except a vote:
1. 
To override a veto,
2. 
To confirm an appointment other than a vote to break a tie vote of the governing body, and
3. 
Pursuant to a hearing for removal or discharge as provided in W.S. Section 15-2-102(b)(iv)(C).

At all meetings a majority shall constitute a quorum for the transaction of business.

The following rules of procedure and order of business shall be adhered to by the town council in the transaction of business, unless they are temporarily suspended by a two-thirds vote of all members of the council:
A. 
At the hour appointed for the meeting of the council, or as soon thereafter as a quorum shall assemble, the members shall be called to order by the mayor and shall proceed to have the roll called and the absentees noted.
B. 
The following shall be the order of business:
1. 
Roll call;
2. 
Reading of the minutes of the preceding meeting;
3. 
The presenting of correspondence;
4. 
Reading of proposed ordinances;
5. 
Report of town administrator;
6. 
Report of standing committees;
7. 
Presentation of accounts and bills;
8. 
Unfinished business of preceding meeting.
C. 
All questions relating to the priority of business shall be decided without debate.
D. 
The mayor, as presiding officer, shall preserve order and shall decide all questions of order, subject to an appeal to the council.
E. 
Every member, before speaking, shall address the chair and shall not proceed with his or her remarks until recognized by the presiding officer.
F. 
A member called to order shall immediately suspend his or her remarks unless permitted to explain.
G. 
Motions upon the question under consideration shall have precedence in the following order:
1. 
To lay on the table;
2. 
To postpone;
3. 
To recommit;
4. 
To amend.
H. 
A motion to adjourn is always in order and shall be decided without debate.

Every member present when a question is put to vote shall vote thereon, unless excused by the council or unless he or she is directly or indirectly interested in the subject matter under discussion.
2. 
The ayes and nays may be called for by any member, in which case the roll shall be called, and the names of the members, whether voting aye or nay, shall be recorded in the minutes.
J. 
All committees shall be appointed by the mayor or in his or her absence by the mayor pro tem, unless otherwise directed by the council.
K. 
All reports of standing or select committees shall be in writing and shall be addressed to the town council.
L. 
The minutes of the proceedings of the town council shall be open at all reasonable times for inspection by electors of the corporation.

The standing committees of the council shall consist of three members and shall be appointed for each year as soon as practicable after each election.

A. 
All bylaws and ordinances shall be passed at regular meetings of the council, when voted for by a majority of the members of the council and shall within a reasonable time after their passage, be signed by the mayor and attested by the clerk and recorded in a book kept for that purpose.
B. 
On the passage of any bylaw, ordinance or resolution, the ayes and nays shall be taken and entered on the journal and except in case of emergency, such bylaw, ordinance or resolution shall be published in a paper of general circulation in the town.

The governing body shall fix the salaries for the mayor and councilpersons. The salaries shall be fixed before their terms begin, and shall not change during the term for which they are elected. The salary for mayor shall be paid in twelve or more installments and may not exceed the maximum of four thousand eight hundred dollars per year. The salary for each councilperson shall be not less than ten dollars nor more than fifty dollars for actual attendance at each regular or special meeting. All appointed officers shall receive the salary or compensation as provided by law or ordinance.
