Pursuant to Section 34240 et seq., of the State Health and Safety Code, the City Council declares there is a need for a Housing Authority to function within the City. Pursuant to this section, a Housing Authority is created.

The body created in Section 2.56.010 shall be known as the Garden Grove Housing Authority.

The Housing Authority shall consist of nine commissioners. The City Council shall serve as seven commissioners of the Housing Authority and shall appoint as commissioners two tenants of the Housing Authority, provided that the Housing Authority has tenants. One such tenant commissioner shall be over the age of 62 years, provided that the Housing Authority has tenants of such age. Said appointments of tenant commissioners shall be made pursuant to Section 2.21.010 of this Code and their term shall be in accordance with 2.21.012 of this Code.

The Housing Authority shall have all the rights, powers, duties, and privileges provided by law.

A. 
Pursuant to the authorization of the Health and Safety Code Section 34274, the City Council does establish compensation for members of the Garden Grove Housing Authority to be at the rate of $50.00 per commissioner for each meeting of the Housing Authority attended by the commissioner.
B. 
No commissioner shall receive compensation for attending more than four meetings during any calendar month.
C. 
In addition, commissioners shall receive their actual and necessary expenses incurred in the discharge of their duties.

The area of operation of the Housing Authority shall be in accordance with the provisions of the Health and Safety Code Section 34208.
